Monolith (Monoliths MUST be built so they are flying VERY close to the ground so you cant see troops behind them. VERY IMPORTANT more on this later)
As many scarabs as you can get with points left over, cant be bothered to check points now, around 3 untis of 4 scarabs each I think
Basically what you do is you build a wall in one corner of the board during deployment with your 3 monoliths do nothing can get past, Deploy the warriors along the board edges in long lines so outflanking units cant get in, swarm the middle ground with scarabs to prevent deep strike and have the Deceiver hang around for counter assault incase something does get close. Now thanks to you building your monoliths floating close to the ground and the brilliance on true line of sight the enemy is unable to fire upon anything other than your monoliths (hope to god your not facing an IG artillery battery though )
In an objective game (either type) let you opponent take first turn if possible and just camp on your own objective in your monolith wall. On turn 5 or 6 turbo boost your scarabs onto the enemy objectives to contest.
In kill points, just blow up a single rhino with your monoliths and hide inside the wall for the rest of the game.
This army has flaws, but well played it should be able to defeat anything short of an IG artillery spam army.

They'll just go around it, they'll have units that can move faster then 6". and with only 20 Warriors you will phase out
Drop a Monolith and the Deceiver, get a Lord w/ Rez Orb and 2 units of Destroyers
You only need two Monoliths to cover 20 warriors, the lord will baby sit them to make sure they get WBB (important against IG) and the Destroyers will cover your flanks so that units can't go around the monoliths
PS: Most monoliths don't have flying bases so are sitting on the ground already
Ill confine my army to a tiny 6" by 6" spot so its physically impossible for him to get at me without destroying a monolith. This isnt meant to be a conventional necron monolith army, this is a tournament army which is meant to win, not make you friends.
Too many armies have the means to down a monolith from afar. Tau, Space Marines, Imperial Guard, even Tyranids have enough S9/S10 shots to cause damage. Indirect fire at your warriors is another problem. What makes you think you can blow up a rhino in a kill point game? Who in a tournament will be stupid enough to park it near you? Your range is just too low when you're castled up in a corner. And how do you attempt to win capture and control? Contest with your scarabs when the opponent's entire army babysits his objective? How will you get within 3" if there's no space?
I think this build is flawed, and I'd be surprised if you could win a tournament with it.
