Hello, everyone. Long time lurker, first time poster. I was hoping to get some advice on a list I made up. I've only played a few games in 4th edition, and that was in late 2008. Before that, I haven't played since about 2003-2004. I had a huge army but lost it in a car/house fire. I'm wanting to get back into playing 40K, but I'm on a tight budget. Below is the list I have planned so far. I intend to be competitive, but fun is important, too.
PR = Plasma Rifle, CIB = Cyclic Ion Blaster, TA = Targeting Array, H-W = Hard-Wired, MT = Multi-tracker, MP = Missile Pod, SMS = Smart Missile System, DP = Disruption Pod, RG = Railgun
Shas'el - PR, CIB, TA, H-W MT - 100 pts.
XV8 Shas'ui - Team Leader, PR, MP, TA, H-W MT - 77 pts.
XV8 Shas'ui - PR, MP, MT - 62 pts.
(another of the above group)
XV25 - 5 models (1 a team leader), bonded, 5x TA - 210 pts.
Fire Warriors - 12 models (1 a shas'ui), bonded - 135 pts.
Fire Warriors - 12 models (1 a shas'ui), bonded - 135 pts.
Kroot Carnivores - 13 models - 91 pts.
Pathfinders - 8 models (1 a shas'ui), bonded - 111 pts.
Devilfish - SMS, DP, MT - 115 pts.
Hammerhead - RG, SMS, DP, MT - 175 pts.
3x Sniper Drone Teams - 240 pts.
Broadsides - 2 models, 2x TA - 160 pts.
Total = 1750 pts.
You're probably going to say that I have a lot of + to BS and bonding knives. All I can say is at some point in my life, I offended the dice gods and they have made me pay for it in nearly every game I have played. I used to play with 36-48 fire warriors a game back in the day, and I couldn't take down units of infantry before they got to me, even with focused fire.
If you may have noticed, this army consists largely of 2 Battleforces. Again, I'm on a tight budget and will be working on this army and hopefully finishing it by next summer.
I'm really intrigued by the sniper drone teams. They were after my time, and I always had a tough time with MEq's. I tend to have good strategies, I just can't roll to win.

You don't really have to worry too much about the reference list, just FYI...
HQ: CIB is not that great a weapon with its low str, if your that worried about rolling badly, that S vs T roll is going to hurt, not to mention that 18" is a bad place to be with ANY tau units.
Elite: XV8; having a leader is rather redundant and a waist of points most of the time.
XV25; don't take em, WAY too much for so very little.
Troops: bonding a FW unit is points draining and next to useless. Kroot are necessity for any good tau army.
Fast: PF's;again bonding is useless, and 5 or 6 PF's is more than enough. As for the DF ditch the SMS and the multitracker, use it for one of your FW squads and have it turtle till they are needed.
Heavy: Hammerhead; keep it cheap BC RG and DP are all you need for 155pts. Broadside; switch the TA's for the AsS's.
*For the HQ stick with a Fireknife+ variant, my personal favorite is this: PR/AFP, TLMP, HWMT, SI=103.
*XV8's, you can NEVER have enough of them.
*FW's aren't that great, take at max 6 in a FoS and hide them in a DF in capture & control type missions.
*Kroot, a staple unit for screening against the enemy. preferred unit is 10xkroot and 5xhounds for only 100pts.
*Devilfish can transport ANY unit now, not just the one it was bought for, so use that mandatory DF from the PF's for your FW's.
*Consider taking FB equipped Piranha's as fast transport blocker's/popper's.
I too am on a tight budget, and am still trying to get some more stuff, next on the list are kroot hounds for me(unless i get lucky and win some more money on the lottery again...)
Remember these are suggestions and things I've learned through game play and through reading the different topics on the forum's here.

The HQ should be changed to a simple fireknife with Mp, PR, HWMT and TA. The CIB is just too unpredictable and you need to maximize the use of your BS5
Dump the XV25's and take a third fireknife team or a unit of deathrains. Crisis suits are our main damage units, able to take on light vehicles and various infantry types including MC's
Take one unit of 6 firewarriors and put them in the pathfinders DF. I am myself thinking of a second FW unit with a DF to come in reserve as an objective taker. FWs just don't have the offensive power to be used as a killy unit. STR 5 AP 5 may seem good but theres better ways to spend your points.
Take at least two kroot units with hounds to act as blocking units. Force your opponent to charge them and get an extra round of firing. The hounds are higher initiative, enabling you to cause a few wounds prior to being hit in CC.
Piranhas also make good blocking units with FB, DP and TA. move forward 24" and force your opponent to fire at them, or hes going to have close range melta shots the following turn. be careful to keep the fron AV11 towards any infantry though, that way only anti vehicle weapons can be used. This means less AV shots against your transports, crisis suits and hammerheads
I never see sniper teams anymore, which is a shame as i like the models and they do have a use against certain units (marines and MCs maybe). Unfortunately theres better Heavy Support choices out there so they never get taken. Usually its two railheads and an XV88 team (2 XV88 with team leader/drone controller/shield drone x 2) for anti vehicle (or vice versa), especially with the number of armour heavy lists in tournaments. The railheads are good for busting tanks and then templating infantry to death. They are also useful against the occasional horde army (nids and orcs). Personally I'd drop the SMS on the HH also and take burst cannons. 2 extra shots for 10 points less and most of the time you never use them as you are moving your HH 12" for positioning. I'd differ with blood in that a hammerhead should have a multi tracker to enable it to move the full 12" and still shoot the railgun though.
As Blood Seriph said though, these are only suggestions. Feel free to ignore me completely and put together a list you like the look and feel of!
Thanks for the replies, guys! I took the stealth suits out and now have 2 crisis HQ's and 3 groups of 2 fireknives for Elites. I added another broadside, too, after making some other changes. Sorry, I don't have my list with me now, but I feel it's better prepared from 5th edition play. I'll get the feel of it when I get the army finished and go from there (gonna be a long time!).
