I haven't extensively played my tau since 4th edition, and obviously a lot has changed. I think Tau are one of the weaker codices now, but still can manage in their right hands. With that said, here is my list.
Shas o Utsujin
cib, plasma rifle, multi tracker, bonding knife, shield drone
fusion, plasma, targetting array, hard wired multi tracker, shield drones
Expensive yes, but they killed a ton of terminators last time i used them, so I was pleased with their performance. Im used to taking shield generators, but with wound allocation.. shield drones all the way.
3 fireknife suits, bonding knife, 1 shield drone 211

10 warriors, shas ui, bonding knife, markerlight, devilfish, disruption pods, 210

I've used warriors to good effect still, and I used to never use kroot, they provide an invaluable last minute objective grab or even kill a tank from the rear... I love them.

1999. I have 11 suits, 30 fire warriors, 25 kroot, 5 tanks. Decent list? I probably will refuse to play mech guard.. Don't get me started. I play them as well and they're not fun to play against now, or with really...
I messed up the cost for my deathrains, it should be 101. I'll just drop a kroot hound then.
are the fire warriors armed with standard pulse rifles, or are some armed with pulse carbines? (wondering if you want a pinning unit or two)

Also, you can save points by reducing your Firewarrior teams to 6 man squads. Also remove one team entirely and get another Hammerhead instead. Three scoring units, two of which are in transports, should be enough.
The Kroot do not need a Shaper, you are 'wasting' points. Unless you really want a 6+ armor save he is useless. 4+ cover saves are all over the boards these days... beats a 6+ all day long, and it's free. =) Save the hound, execute the shaper.
You have no markerlights. Not the end of the world but they help.
You have only one railgun. Get another Hammerhead at least. Better yet a pair of Broadsides.
I have tried out the CIB and found it unimpressive. Keep playing around with it, but I am sure you will ditch it shortly.

I have 2 hammerheads actually. I just didn't feel like writing hammerhead again, so i put same as above. I do have 2 markerlights in the list, and I typically leave my FW on objectives and/or in cover to give something a markerlight, like my hammerheads or crisis suits.
Last turn I rolled 3 6's for my CIB on a termie squad and that with my other 2 obliterated it in one turn.
I don't really like having small troop squad sizes of 6, as I think there should be a lot of troops, and my firewarriors have actually been useful lately.
