Welcome to Librarium Online!
Generally this list is all-or-nothing and tries to win by turn 3. Mindwar for sniping enemy HQ's/MCs/HWTs. Vypers are for stunning/shaking/pinning anything that's not the main target of the warlocks.
It should be noted that by "win" I ofcourse mean having dealt so much damage to an army as to render it ineffective for catching/shooting down my waveserpents who will either be tankshocking or taking potshots at whatever remaining vehicles.
Warlocks will multicharge vehicles wherever they can. And that's pretty much it. I abuse our 24" movement and fortune to get within range of multicharging then just wear down whatever troops through destructor/mindwar.

warlocks on foot? for multichrges? meaning you have something to keep the enemy not to feed you 10 cheap guardsmens and then pour 100-150 shots in you? and then put another cordon of 10 guardsmens in front of his tanks?
Avengers i think u want them in reserves...what if they enter in second turn? you just lost?
Why vypers are better than serpents at stunning?
What if you do not have first turn? how you keep 2 tanks and 2 av10 open topped gunboats alive in 2000 points?
Why 8 destructors?
Nope this not work at all......
Doesn't matter if it works or not, I'll take photos and give you an AAR I expect to either blitz or get annihilated in 3 turns.
Short and sweet.
Regarding vypers I'm very strongly inclined to drop them to scatterlasers just to shake/stun crap more.
Well he's got "x4" written next to the wave serpents, so I'm guessing that means the Warlocks are not on foot. I'd drop all the upgrades from the prism and replace the Vypers with 2 more prisms. If the sole purpose of your vypers is to shake things, I think there are way better units for doing that with. It's kind of what your EMLs are for to begin with. Having 3 prisms gives you a somewhat decent chance of popping a Land Raider turn 1, since right now you have to rely on your seers getting slicy with it, and that means getting assaulted by the guys inside later. If they're TH/SS terms (which they most likely will be), that's not a favorable matchup for your seers. Even if you don't get killed, you'll have effectively half your army tied up.
I'm actually not sure what to do about the Dire Avengers. Reserving them will keep your opponent from going "Ooooh only 2 squishy scoring units" or "Oooooh 4 easy kill points" but on the other hand leaves you with nothing to draw fire away from your Seer Transports. I guess it'll depend on what your up against.
I'm always very uncomfortable taking so few scoring units. But I guess like you said, whatever the result, the game will be over quickly.
The enemy's gate is down
I only have 5 tank hulls (and I'll be proxying 3 of the waveserpents anyway) If I wanted to I could field 2 or 3 falcons instead which might make things more interesting but mostly I just want to run up and smash peoples faces in. I'd give my tanks starengines but that would mean I'm sacrificing killing power for them.
As for the vypers they're only being used because they're a relatively cheap 3-7 s6+ shots that possess a small profile and have so far at least always been a favourite bait target for enemy melee units. I love it when they fall into my trap and assault vypers lol. What a waste of their time.
If you want to run 2 decked out seer concils miight as well put them on jetbikes, that way you can't loose your ride, you gain +1T for survivability and a 3+ save for even more survivability and with fortune and a turboboost their is not much that will be able to kill you. Dropping the unit from 10 to 8 and dropping their serpents pretty much come back to the same points cost. Also 8 destructors is overkill, 3 is enough.
"Iron Within, Iron Without"
Looks like an interesting and unique list, and I 100% agree with the above poster. Running 2 seer councils is very fun to use. To second his statement 8 destructors is a tad to much.
Fun fact of the day: In Alaska it is illegal to throw a cow out of a flying airplane.

I actually did not saw that.....damn..my fault...half of my previous comments are useless.
Anti Fun fact: Also in Romania is illegal to throw a cow out of a flying airplane... And is illegal to smash your TV in public. We had in the past a tax on house smoke.....

8 destructors is absolutely overkill... but I intend to absolutely annihilate anything I point my seers at
Here's a thought... I drop the emls on the vypers to scatter lasers, and use the spare points to give my warlocks more spears. Hah. Suddenly a bucketfull of s9 hits and then I can destructor/charge the contents.
