Ok so here is my final list so far after much practicing and playing as many different types of armies that I can. I really am going for the win on this one and would like any advice people have to give me. This list has already beat every spam list i know of including parking lot IG and long fang spam Space Wolves, also raider spam dark eldar and many others.

So basically I always reserve the entire army and use the autarch to make sure every thing comes in when i need it too, I turbo boost most of the time so that i can effectively deny most of my opponents shooting. The autarch runs with the seer coucil taking care of my opponents death star units. The vypers act as moving gun ships taking out any light armor and the rest just kind of does what it needs to do
I see no reason for any of the Heavy Support to exist. Night Spinners are ho hum and Fire Prisms absorb enough firepower to roll exactly one result on the Damage Table. They will almost always survive to contest, but that's about it.
There's also a bit of a problem with relying on a 3+ to get your entire army in, with your unit numbers that's not going to happen unless you have some jank dice. That's not a huge issue but if the wrong things come in/don't come in, you will probably lose.
Also how exactly are you beating spam lists? Obviously I have no knowledge of the specific builds but this looks top to bottom like the typical Eldar "We Draw" list. The Vypers have some nice killing power but if they're shooting they're fragile. Seer Councils are tough but if coming in from Reserve are very weak for that turn, some armies can really exploit that. The DA Serpents are pretty much for show, if they're intended to be offensive the units should be a bit bigger because they will get shot down, AV12 is high on a good armies killing ability.
I have no problems with the Draw List, it just can't win most tournaments because you need wins and if there are soft scores, people will mark you down out of spite. I don't know the specifics of this tournament you're attending so that may not apply. If the tournament requires wins, you may want to shift toward an actual offensive Mech build. I'd also practice on tables with minimal LoS terrain, if the tournament has plenty you'll be fine and if not you're prepared.

I have to agree with Excess, I don't see this list winning many tournament games, especially against spam lists. And any opponent worth their salt will pepper that 3+ cover save seer council with everything they have. Relying on a 3+ is iffy, especially when the wrong things come in. I see this list having lots of issues against AV14 as the council, single fusion gun, and prisms are your only options. You have only 5 AV12 vehicles and 6 AV10 vehicles. Your opponent will be able to target their anti infantry weaponry at your council, their medium strength weapons at your vipers, and their AT weapons at any AV12 vehicle that hits the board. And with the 3+, only 2/3s of your army hits the board Turn 2. Any army with decent firepower has a the ability to use almost all of their weaponry efficiently.
