Since it's a shame no one has replied to this, I'll have a look-see.

Primarily, harlequin lists are overlooked because they're not very competitive and IMO they're not even the best close combat unit in the eldar army. However, they look the absolute bomb; and they're back story is excellent. Moreover, the thought of a proper shady Alaitoc list is v appealing. So here's some feedback

Wraithlords are pretty useless, IMO. They look pretty good, but you can't rely on them to be hitting and damaging vehicles. You can take an EML wave serpent for cheaper, and for 60 points more put 5 fire dragons in. I'd save that by reducing the amount of Harlequins. The Death Jester probably wont be that useful since you'll probably be using your shooting phase to run the Harlies. Also, if you do include Fire Dragons, you can pick the Harlies up later in the game after off loading the dragons. Even though they can't start in a dedicated transport, they can get into one during the game, as far as I'm aware... but you might want to FAQ it?

Eldrad is also pretty pricey so if you're spending that amount I'd just go whole hog for the Seer Council. They're more durable. Get 3+ normal save on bikes with re-rolls, and also add that nice back story to your army. There's an idea below for something that could be close to competitive, give you enough anti tank for to counter popular mech armies, and still have that shady back story you're going for.

    HQ
    Seer Council
    1x Farseer
    + Doom
    + Guide
    + Spear
    + Jetbike

    1x Farseer
    + Fortune
    + RoWard
    + Spear
    + Jetbike

    3x Warlock
    + Jet Bike
    + 3x Spear
    + 3x Destructor

    Total: 440

    Troops

    5x Pathfinders
    Total: 120

    5x Pathfinders
    Total: 120

    Elites

    5x Harlequins w/Kiss
    + 2x Fusion Pistol
    1x Troupe Master
    - Power Weapon
    1x Shadowseer w/Kiss

    Total: 200

    5x Harlequins w/Kiss
    + 2x Fusion Pistol
    1x Troupe Master
    - Power Weapon
    1x Shadowseer w/Kiss

    Total: 200

    5x Fire Dragons
    + Wave serpent
    + T-L Missile Launcher
    + Stones
    Total: 210

    5x Fire Dragons
    + Wave serpent
    + T-L Missile Launcher
    + Stones
    Total: 210

    Total Overall: 1500

It just kinda has all the best unit background in the game that way. And then you'd have enough anti tank and enough CC stuff to take things out. The problem would be with troops choices, you don't have enough for objective based games. But hopefully you could contest enough whilst your pathfinders hide and get a 2+ cover save.
