I developed a 2000 point list and would like to know how others think it would fair.
1 Ctan Shard (Thunderbolt, Gaze)
2x 8 Lych (Shields, sword) + 1 Overlord (Staff of Light, weave, shifter, orb)
2x 10 Immortals (Tesla) + 1 Lord (Sword, weave, shifter, orb)
(10 points left over)
Monolith can wipe most vehicles and basically anything with a 3+ save.
Ctan Can deal with especially tough units with Thunderbolt
Immortals blast with tesla or port to Lith when needed
Lych can protect Liths and will destroy most opponents in CC and can take virtually anything thrown at them
Overlords and lords with orbs making the Necron units ridiculously hard to kill
Give both lords warscythes - they are easily the best weapon, especially in the cc unit. Drop weave - its not worth the points, especially if you have a shifter. Grarb mindshacle scarabs instead - they are easily the best upgrade lords can take. I'd drop gaze from the C'tan for writhing worldscape, it's a very useful ability which can really ruin the enemy's battle plans. Swap 1 lith for a doomsday ark or something to kill heavy infantry. Otherwise you have no real ability to take out terminators/sanguinary guard etc

I was thinking I could try and work in some Harbingers of Destruction, the Eldritch Lance is considerably powerful.
I could lock most heavy infantry in CC with the Lych gaurd without much to fear. They have essentially a 75% save to virtually anything (shield + orb) and can rip into almost anything with 2 S5 power attacks each. Also, I assume while the lych are locked in CC I can bring by the Liths and use the Portal of Exile making anything with a strength value die instantly on a 6. I would argue that's essentially the use of the portal, like a variable sized blast template, especially since it can't even affect friendly units.

Possible slight change: Exchange the weaves on the overlords and lords and put a Harbringer of Doom in each of the Lych units.
The nice thing about the weave though is that if all the immortals die, the lord can still be a pain to deal with on its own.
After I use this army a bit though, Ill probably know what I need to use in the future. Right now the army is basically just super hard to kill on all levels.
Orbs make even the immortals really tough.
Sheilds make the Lych have a lot of staying power
Ctan shard with gaze would take a long time to kill
Monoliths are just outright beefy
Currently my only weak spot in this army is dealing with those heavy infantry and other monstrous creatures, and maybe fast attack. The only way I have to deal with those right now is simply the staying power it currently has.
Seems like this thread has got a decent number of views, but only one reply which leads me to beleive this is at least a decent army.
If it were me, I think I'd exchange the C'Tan Shard or a lychguard squad for some more anti-tank - either a Doomsday Ark, a scarab swarm or a squad of heavy Destroyers. I don't really know if this is where you want to go with this army, but I think that you will be really struggling to take down AV 13-14 vehicles with no Warscythes, and with the Particle Whip only being S8 now, and no AP1 under the hole. The C'tan seems to be the only one who could do it, but would get shot down before he could go up against Land Raiders and the like.
Trading out the sempiternal or phase shifter on your normal lord sounds like a good idea to me, since he only has 1W anyway. I agree with giving your overlord a warscythe, but I'm not sure what I'd give your normal lord.
I like how lychguard have the potential to counter melta threats to the monolith, which I think will be your main threats. That and Lances.
Are you planning on Deep Striking your monoliths?
To sum up my changes...
-C'tan Shard (-280)
-necron lord's phase shifter (-45)
+ 10x Scarab Swarms (150)
+ 10x Scarab Swarms (150)
+ warscythe to overlord (10)
Which leaves 25 spare. Tempted to take away the sempiternal weave on lord and add a Cryptek of some description to an immortal squad(maybe destruction for lance?)
I think one of the reasons that you won't get many replies is because no one quite knows the 'best' way to run necrons with the new codex, so they're hesitant to suggest fixes especially at larger point levels. Please bear in mind that I don't play large point games often, so I'm not that sure about what I've suggested either, so take it with a grain of salt :)

Sounds decent, but remember the shard has a S9 AP2 weapon, it doesn't HAVE to get in CC to kill tanks.
I also really like Eldritch Lance, S8 AP2 with 36" range is pretty powerful and for a measly 35 points!
I'm not a fan of swarms though, it may have 30 wounds in a 10 pack, its more like 30 HITS because they have no toughness and a poor save. Blasts effectively do 2 wounds and S6 hits effectively do 3 wounds. I feel like there is no reason to run them unless you're against Imperials with almost all tanks. and if they get assaulted by almost anything they will probably lose and do nearly no damage. Yes they rip apart tanks, but I think warscythes would do the job better and can go against more things.
I think I should try to work in those war scythes and harbingers of destruction (110 points), probably just get rid of a probably just get rid of 2 lych (+90p) and 4 weaves (+40p) and add the later plus 2 mind shackles (Landing exactly on 2000 points).
The C'Tan doesn't seem survivable enough to take for 280 points. He only has a 4++ save, which really hurts its staying power imo.
It still sounds as if you'll struggle against any mech army, especially ones with AV14, since you rely getting into CC with your scythes, and the C'tan can be torn apart before he gets in range.
Fair point on the scarabs.
I'd look at buying a solar pulse for one of your crypteks as well, which should really help against armies like IG, Tau etc. (I have no idea what your meta is like though)
As for armor, it's not likely people will have that much and I have plenty to deal with it (thunderbolt and liths). The trick of this army is it's staying power. While all his troops get wiped mine will be relatively intact and will be able to deal with left over tanks. The lithe can take 5 weapon destroyed results and then still has the portal, other tanks won't have usually more than 3. The cc units should be able to cross the board just by the fact of how ridiculous they are to kill.
It may not be the best strat to rely on not dying but we'll see how it goes.
Edit: replacing a monolith with a doomsday ark might be a better choice.
