Two noticable things before I break down the list and make comments.

1 - It's illegal (You don't have two troops choices)
2 - Why 1513? The way we play it you can be as far under as you want, but not one point over (so why not 500, 1000, 1500?)

Thanks for catching the 2 troop things, It originally started out as 2 units of 6 fire warriors but i merged them to trim points. Me and my friend are trying for 1500 points but were pretty lax, so being 3 points over wont start world war 3. I have to hit the drawing board on this and re work it a little, thanks for the help.

    Broadside Unit
-Broadside Shas’ui w/ rail gun, SMS and Shield Generator
-Broadside Shas’vre w/rail gun, SMS, Shield Generator, and HW Multi tracker
-Broadside Shas’ui w/rail gun, SMS and Shield Generator
290 points + 15 points from Ork Fighter ability

Right, firstly you really don't need Ork Fighters on your Broadsides as it really won't make any difference. Anything you are powerful enough to beat you will win anyway, and anything that can get past a +2 armour save will kill you anyway. The only place where Ork Fighter is useful is on HQ Crisis Suit retinues, where Initiative and WS 4 is actually good. The best configuarion is to give the Shas'vre a Shield Gen and then give the other two target locks. Then you have survivability and all your broadsides can fire independantly.

-Hammerhead Tank w/ Rail gun, 2 burst cannons, multi tracker, target lock, and seeker missiles x2
    185 points

Good, but I really wouldn't bother with the Seeker Missiles. You have 4 Railguns, why would you need the impractical markerlight Seeker Missiles? I really wouldn't bother with Markerlights , they are too expensive to use and impractical for the miniscule impact they actually make. The codex may gush over them, but they only work half the time (BS3) and a railgun is simply far better. The only thing your missing is the Decoy Launchers, you always take the Decoy Launchers on a skimmer.

-Devilfish w/ multi tracker, and seeker missiles x2
    110 points

    Same again

    Pathfinder Unit
-5 Shas’la w/ pulse carbine, marker lights and photon grenades
-2 Shas’la w/ rail rifles and photon grenades
-1 Shas’ui w/ pulse carbine, marker lights, photon grenades and HW target lock
    141 points

Don't bother with photon grenades here, if your unit is in assault you've lost. You want your squad dead, and then your opponent is somewhere you can apply your firepower to them again. Drop the markerlights and subsequently the target lock, but keep the Shas'ui for the LD.

    Fire Warrior Unit
-5 Shas’la w/ pulse rifles and photon grenades
-1 Shas’ui w/ pulse rifles, photon grenades and HW target lock
    83 points

Same as above, but you must have more than 12 Firewarrior models? 12 Man Squads are always better.

    Fire Warrior Unit
-5 Shas’la w/ pulse rifles and photon grenades
-1 Shas’ui w/ pulse rifles, photon grenades and HW target lock
    83 points

    Same again.

    Stealth Suit Team
    -4 Shas’ui
    -1 Shas’vre w/ HW Target Lock
167 points +25 points from Ork Fighter Ability

Drop Ork Fighter, 35 point models for a close combat upgrade that still isn't as good as a marine? Again, don't bother.

Shas’o Commander w/ Crisis Suit Bodyguard Team
-Commander Shas’o w/ plasma rifle and burst cannon, shield generator and HW multi tracker
-XV8 Crisis Battlesuit Bodyguard w/ plasma rifle and missile pod, Shield generator and HW multi tracker.

This is good, but why not give him another bodyguard?

231 points + 10 points from Ork Fighter Ability

    Commander O’Shovah

O'shova is great, run him slightly behind the other HQ choice (so he cannot be targeted) and then if your other HQ choice gets into close combat charge him in and count on him polishing them off. He can beat anything non-monstrous creature.
