i recently started writing guardian heavy lists because of the usefullness of enhanced storm guardians and the massive nid and ork armies i face on a regular basis. i figured i might as well go with ulthwe as i could put brightlances on weapons platforms and drop wave serpants.
Farseer - singing spear, fortune

2 Black Guardian Squads - 6 guardians, 2 crew, 1 brightlance
4 Storm Guardian Squads - 18 guardians, 1 flamer, 1 fusion gun, 1 warlock w/ccw&pistol, enhance
8 warp spiders
+exarch - executioner
2 vypers (separate choices) - starcannon, ctm
1 vyper - 2 shuricannons, ctm
falcon - starcannon, shuricannon, holofield, spirit stone
i play armies that like to come at people so the general plan is to hide the banshees in cover and use them and the council as a counter charge. or drop the council in a falcon to expose armour at the back of enemy lines.
if i play anyone who wants to sit back and shoot, my storm guardians can be on the enemy in turn 2 if im lucky, turn three if i'm not and the banshees can use the combats as cover advancing up the board. again the seer council can fill multiple roles - protecting the banshees, popping vehicles or leading the charge.
I think waveserpent would greatly help banshees but if you intend to hop from cover to cover then maybe you can live without it, i dunno, I like my elite unit to have a free ride to the enemy line but thats works too I suppose. Just dont like battlefields without cover(
my previous armies had banshees in wave serpants but i prefer the numbers that 135 points extra will give me. i also feel that if i have no tanks, or no tanks that aren't insanely hard to destroy, it renders a lot of heavy weapons squads and things like predators a lot less effective.
