Farseer: Guide, Fortune
Runes of warding, Ghosthelm, Witchblade, Shuriken Pistol
3 Warlocks: Shuriken pistol, Witchblade, 2 with Embolden, 1 with Enhance
5 with Wave Serpent.
Wave serpent has Brightlances.
7, Exarch has Power Blades, Advanced spinner, and Surprise assault.
Guardian Storm Sqaud:
3 brightlances, 2 mechs, 1 transport, 2 infiltrating snipers, 5 mighty infantry, 6 unnoticed light-duty skirmishers, 1 Bloody god, 3 magi, 1 Arch mage, & 7 Jump infantry.
I don't know if that's good but I'm eager to find out!

1) Drop the avatar he will never get there.
2) Get more rangers for more disurbition rolls with the points you have from avatar.
3)Drop the gaurdian storm squad and get rangers.
4) Path finders are the best unit you can EVER have with alotic...where the heck are they???? i would drop the wraithgaurd in favor of a few 5 man path finders.
5) i would dropthe number of guys in the two main rangers squads down to 6 or 7. This way you can have more rangers, divide the fun pinning up even more, and of course have more distubtion rolls.
6) The spider exarch is trying to do to many things at once. Drop the assusalt ability and the powerbaldes and get the withdraw(Hit and run) You want to aviod CC with your spiders not invite it.
7) The one thing to remember when playing this army is that rangers= disturbion rolls and with those you can tear apart the enemy until they are much easier to kill at the start of the game.
Overall it needed some work. I might have done well but i am not sure. Make a few of these changes and try them out and you will have a better list.
Ok so you'd don't have an "official" biel tan army. Stormwind mentioned Aliotoc you might want to consider playing as them, they're in the craftworld eldar rulebook although they only have about a quarter of a page or rules so you might just want to read it off of a store copy since there will be a new rulebook soon. You'd drop the guardians, get some more rangers and upgrade a squad to pathfinders, and split all the other rangers into as small of squads as you can for the disruption tables.
I'd advise dropping or reconfiguring the farseer squad. At the least you don't need 2 emboldens. You get to pick who dies first so just kill the warlock without a power first. It looks like you're trying to mak a close combat unit here, but they really just aren't good enough at it to come close to justifying their points costs.
In this army the avatar is a good choice in my opinion though. Unless I've misunderstood something so long as they stay near the wraithlords enemy combatatants can't target them with shooting. So they probably will get into CC without being scathed.
With the penalties for not having them you'll want a warlock with the wraithguard. It'll potentially make them a lot better if you toss in an enhance and a singing spear.
You also might want to consider spirit stones on the serpent. It's only 10 pts I believe and it can really save the unit from destruction.
Yeah. I was planning to make a titan trinity (Avatar and two Wraithlords) just waltz up to the enemy and then begin the fisticuffs. Brightlances going off the whole time until they reach the enemy.
Then I'll remove Embolden. One Warlock goes to the Wraithguard (planning to from the start, just that the Warlocks are in the HQ section...) and the Serpent shall now have Spirit Stones.
All Farseer and Warlocks now have Singing spears instead.
No more Guardians, more and smaller Ranger Squads.
I'll try one Pathfinder squad, it's all good to have them, but are they NECCESARY?

Pathfinders aren't neccesary. It's just that it's only a couple point to upgrade them and they're much better so why not? You don't even have to buy different models just paint the pathfinders a little different and more "sneaky". I'm pretty sure they're elite choices so you'll only be able to have one. If you're going to make any squad bigger make it that one!
Most of your changes sound solid. Don't always waltz up towards the enemy. Sometimes you'll be the shootier of the bunch and you'll want to hold off for as long as possible.
I'm still not sure about the farseer squad there. You've got more than enough anti vehicle, and your units don't benifit much from guiding (they all either have one shot or they hit on a 2+ anyway). Also the farseer can be specifically targeted by the enemy in cc so you can't count one them being able to stick a unit in cc with fortune for too long. You need to have the farseer to get a warlock for the warithguard though. You might consider putting him on his own so he's an independent character. He could hide in between the triangle formed by your big guys ensuring he's mobile and that the enemy can't target him. He could then either use fortune on an avatar+wraithlord unit (with mixed armor saves you get to distribute them how you wish to a point so you could put ap 1-3 hits on the avatar and lower ap hits on the wraithlord. Both of which will re-roll their saves. Of course then you lose the advantage of haveing an avatar that can't be targeted. In that position the farseer could also poke around and use mind war on any power fists/monstrous creatures that get to close, maybe throw a spear at anything you didn't get with the bright lances I wouldn't bother putting him in cc though. Generally there will be tons of s4 troops nearly unable to wound the wraithlords and having a hard time hurting the avatar. They'd just love a farseer to pound on. Still he can be a sneaky guy, especially if he's on a jetbike (jump out, spear or mindwar, jump back behind the close combat or behind a wraithlord. In this way the enemy can have units within inches of him they just won't be able to target or attack him. Just be carefull to not get swept up by an assault against a wraithlord or be in a position where they work something like an assault squad over to get you.
Whatever you decide make sure you know what you plan to do with each of your units and think through how they'll actually do trying to acomplish their task.
