hey, this is my brother list and he would like to know what you guys think, be as critical as you want but keep the information straight forward.

he knows that the new codex is coming out very soon but he wants to know if the list is going in the right direction, melee based.
First of all, Warp Spiders are a bit expensive. Their Death Spinners have no AP value, so the weapon has no great advantage. Plus, they're not exactly "remarkable" in combat. Also, Howling Banshees, in my opinion are a waste. Instead of wasting points on Warp Spiders or Howling Banshees, go for more Striking Scorpions. The strength is higher, the mandiblasters give them an extra attack, the save is higher, the Exarch is less points, and the Exarch can select its power Stealth, which enables the unit to infiltrate.
Keep in mind, that you can also have a Court of Young Kings with your Avatar. It's a nice close combat addition to a Biel-tan Army.
Now, looking at your Heavy Support: I'm not a big fan of War Walkers. But, if you must decide to use one, do not use two bright lances. You may not be aware of this, but using two of the same weapon on one model does not give you that weapon twice. It makes the weapon twin-linked. And, that's not worth the points. You'd be better off with a bright lance and a starcannon or something like that.
Hopefully, I helped. Oh, and don't go buying too many models before the new codex comes out. It wouldn't be good to screw yourself over before knowing how Eldar will become.
Main problem I see is that your army is going to be footslogging. That is a lot of units to try and cover up, so you are going to get shot to pieces. Scorpions can't fleet, so them and the Avatar, actually Wraithlords as well, will probably never get to combat unless you make the enemy come to you... Banshees will get blasted first because they have a weak armor save and if they get to cc, enemy is in trouble. Warp Spiders are actually a great pick as they give you some much needed mobility and their Str 6, rapid fire spinners are a great weapon despite the no AP. Court of the Young King is a pretty expensive addition to a unit that will get shot to all hells to make sure it doesn't get into cc, or just plain ran away from. People fear the Avatar!
I would say drop the Warwalker in favor of a Wave Serpent for one squad. You may have to drop another model or two elsewhere, but its worth it. You will also get your Brightlances back. Maybe drop a whole unit altogether... Either Banshee or Scorpion, and use the points to boost the other squads. Meaning if you drop a Banshee squad, give the Scorps stealth and the other squad a Wave Serpent. Actually, same principle if you drop the Scorps. I would drop the Banshees as one unit of them can be very effective to help out your mainstay cc units, the Scorpions. They can engage the enemy and have the Banshees run around mopping up.
If you don't want to go the mech route, then you need to add more long range support to bring the enemy to you. You got Dark Reapers, Wraithlords, and a Warwalker shooting 48". The rest of your army can't go higher than 12". If you want to keep the long range portion, try and sacrifice a few cc units to force the enemy to come to you. Maybe go with more Reapers or some Rangers for instance. Unfortunately, we have no real middle-range weapons... Other than Shuriken Cannons... Maybe go with that! Drop a unit or two and grab some Vypers with dual Shuricans and some Rangers to soften up some units. I would look at something like this for a ranged army.

Avatar - counterattack
6 Rangers - 114 - anything but especially high T units (Tyrants, Wraithlords, Talos, etc)
7 Rangers - 133 - (this squad is an alternate, use what you like here but this will add more long range support to bring them to you)
5 Dark Reapers - take out tough squads (obviously)
10 Scorpions - 203 - counterattack, large squads (orcs, nids)
10 Banshees - 205 - counterattack, tough squads (termies, necrons)
6 Warp Spiders - 132 - use in concert to harass - infantry and rear tank armor (IG, Tau, Dark Eldar)
2 Wraithlords - Tanks first, then squads, counterattack as needed
Warwalker - maybe grab a Starcannon and Shurican for multi-purpose - infantry
3 Vypers w/ Dual shuricans - 210 - keep individual - unload everything to wipe out squads - maybe use CTM in this situation as you want to keep them alive (18 Str 6 shots)
This looks like a fun list to use in my mind. You keep your Scorps, Banshees, and Avatar back to charge when the enemy gets close. You would focus firepower on squads to wipe them out piecemeal. For instance, a 10 man tactical squad of marines is going to be pretty much dead after a salvo from the Reapers, Rangers, and Vypers. Give yourself enough room for two rounds of shooting before any cc happens and you have taken out quite a few points. Might look at BLs on the lords though. EML aren't as good for tank killing.
