hey guys, I'm new to this forum, just found it this morning, and liked it, so I joined. anyway this is very similar to a very CC ulthwe list I often used from the old codex. The old list is tried and tested, and extremely successful (lost only against lost and damned once, and can't ever seem to beat nurgle chaos).
if anyone has anything that they would like to critique me on, I would appreciate it

You have quite a few points invested in your HQ squad. You might want to consider using just one Farseer or losing the Runes and at least one of your powers (even with Spirit Stones you can only use 2 powers per turn).
Storm Guardians just aren't that effective. Even with enhance, their WS is mediocre at best. I would suggest regular Guardians, Dire Avengers, or even Rangers. For your theme, I'd suggest Dire Avengers.
Your Banshees DESPERATELY need transportantion, with their relatively low save, they won't make it to the enemy without transportation.
You should probably give your Scorpion Exarch a different weapon. (Chainsaber attacks are made with his relatively low base strength.)
Your Vypers should be given multi-shot weapons because of their relatively low BS. Also, Holo-fields on a Vyper aren't worth the points.
You can also take a second weapon on your Wraithlord.

Are you only new to LO or are you still relatively new to 40k?
Wraithlords high BS means he is better with one shot weapons. He should have the bright lance and his gun goes to one of the vypers. A wraithsword might be good for him if you have the newer model.
Stalker is great for striking scorpions. It means they excel at cityfight and since they are naturally slow the ability to go quickly through cover is useful.
Your falcon is all alone in 2k points and is going to get quickly gunned down. To counter this get a wave serpent for the banshees and tool it up with engines and stones. That way they should at least survive a little while. Your vypers will help I guess but a wave serpent would still be good.
Vypers need to lose the upgrades, they aren't valuable enough to warrant that kind of protection. Maybe just spirit stones to stop stunned affecting the whole squadron.
I disagree with Scorpion about your HQ squad. This is a big point army so they are an ok points cost. They ride around in the falcon I take it? Split up the powers on your farseer though. Have 1 with doom and 1 with fortune. Also be aware that runes of witnessing drastically increases the chances your Farseer will be fried by perils of the warp. I personally hate that risk (thus why I use the tough Eldrad Ulthran). You also need to be aware that you can't cast powers while in a transport so fortune and doom are wasted since they are used at the start of the turn. Feel free to keep them though as they are useful once your seers get out.
The storm guardians are unorthodox to say the least. They look like they will play as a faster kind of orks, just swarm your enemy. I don't have any experience with them so I'm not sure if conceal would be better than enhance.
Your falcon could also benefit a lot from star and vectored engines.
Unorthodox list but I think its still strong. Looks fun to play.

it's quite unorthodox, but seems to be undenyably effective, with the warlocks in the guardian squads, all the guardians are at I5 and WS4 (all compulsory squads used to be WS5 with the black guardians of ulthwe which is why I used a lots of them) I use the guardians as fire cover...kinda, and hope that they pick on the big guys (I used to always field 2 wraithlords, until the # of attacks and starcannon got nerfed) because they can take a pounding. and the HQ, well, i've had 365 points take out about 600 points of demons before, on it's own. I've also had a 643 pt seer council get taken out by a khornate lord with a dread axe and do nothing... yet with the other 1300 pts, i pwned the rest of the 2000 point khorne army and took only 300 points worth of further casualtys
