This list is an attempt at being competitive, though in my off time I will likely play against Imperial Guard mechanized. My one major concern is a lack of anti tank, I am considering dropping the far seer (as it seems he doesn't contribute a lot to this force) and putting a wraithlord in his place, or some vypers with bright lances. Please tell me what you think. I am open to any suggestions.

Basically I want a fast moving hard hitting force, thats also capable of hurting hordie armies. It has good firepower, but I am worried by a lack of bright lances aside from the one on the wave serpent. Damn 1500 Points goes by much quicker than I thought. I am thinking of removing the Farseer as mentioned above to free up points for more anti tank as the spear is too short range.
The Autarch is just a model I love alot, so it will take a good argument to get me to remove him. Please tell me what you think about this armies strengths and weaknesses, and how competitive is is in it's current state, and any improvments it could undergo to help it become more competitive. Thanks in advance.
the first thing I'd like to mention is how you should remove one of your HQ pieces for your 1,500 point army, really not necessary and you could use those points somewhere more valuable, I understand that you enjoy your Autarch but in my opinion a farseer is much more useful except maybe with fortune instead of mind war to add some survivability for any units close to him. All around the farseer in my opinion is a better all around HQ unit than the autarch and I think many eldar players would agree with that.
Love the scorpions, infiltrate them, don't know if you planned on using a transport for them but don't, infiltrate let the get in close to the enemy quickly and strategically, i usually go after one of my opponents shooty units in one of the first assault phases with these bad boys, they can't defend against it and i don't have to worry about them whittling away my DA's, Guardians or shooting down my falcon.
Harlies are where its at I use a squad of 8 but also take the shadowseer with me as he is crucial in keeping the enemy from shooting at the Harlies with his special sight rule. Also keep them darting through and over cover since with their grav belts they avoid difficult terrain, the kisses and their rending attacks also come in handy
DA's - great choice as they can be shooty and effective or can be a tarpit if assaulted, in my experience these guys hold thier own, don't know how necessary a wave serpent is with them though, they're not meant to get in close to hand to hand combat necessarily and they're dire shuriken catapults let them rain fire from a far, a better option to me would be lose an hq unit and put a unit of fire dragons in the wave serpent to go tank hunting.
Guardian - no eldar force is really complete without one squad of these, warlock with conceal is always good, except i like bigger squads so they don't rout easily if shot to pieces with their low armor saves, even with conceal. Scatter laser is ok but ineffective against MEQ
Jetbikes - great for causing havoc but must use them correctly, hit and run attacks on flanks and rear are key or they will be shot down.
Fast AttackWarp Spiders - good choice, can take down marines and just about anything esle and obviously teleport but watch out as you lose one of your unit any time you roll doubles on your teleportation roll, which i happen to do far too frequently, much better than swooping hawks though in my opinion other than the hawks ability to hunt down vehicles
Falcon is obvious choice here and the starcannon is a relatively powerful weapon with multiple shots so its not a bad choice, and you'll often be using your pulse laser (at least if you know whats good for you) when you're moving and shooting, which in a fast skimmer should be always
As I already stated my first thing to do would be eliminate one of your HQ units, and again I'd seriously look into getting rid of the autarch, his poitns could honestly be used more effectively for your army in investing in a whole other squad, the farseer is cheaper points wise and also is more helpful for the rest of your army in battle so seriously debate that. All of my following three suggestions are thought of as a replacement for an HQ unit and possilbe other small points adjustments.
As to actual reccomendatiosn I would have to say in exchange for the points you gain from getting rid of one of your HQ's i would invest in a tank killing fire dragon unit w/o an exarch (they have the firepower to do their tankbusting job without the fire exarch) they have short range but shouldn't be a problem if you put them in the wave serpent and it will be far mroe useful than the DA's in the wave serpent.
Now to heavy support where I feel you need the most help: My reccmendation deals with your concern for lack of strong anti-tank weapons (i.e. bright lances) I'd look into a squadron of vypers (yes i know they're fast attack but they all hold a heavy weapon so I'll call them heavy support for these purposes) I use a squad of 3, 2 with bright lances one with a starcannon and they fly around causing havoc on armored units of my opponent. (bright lances are highly recommend bc due to their special "lance" rule they count all armor values over 12 as 12.
My second heavy support option and only true heavy support option with regards to the army lists would be a wraithlord with a wraithsword and bright lance. The Wraithlord is one of the only eldar options that can fire heavy weapons with BS 4 meaning hti on a 3+ due to its lumbering nature you can get in 2-3 shots before you get into hand to hand combat. Once in combat the wraithlord is near unstoppable, its ws 4 combined with strength 10 and toughness 8 make it all near unstoppable against a squad of anything other than termies or pariahs, especially since the wraithsword allows rerolls on missed hits, so you'll hit often, wound often bc of his strength and the monstrous creature rule will kill most foes outright. plus a lot of weapons won'thurt his toughness 8 and he gets 3 wounds, very tough to kill and helps with your bright lance problems and your h2h combat effectiveness.
Sorry for rambling just had some thoughts i had to share, feel free to disregard or critique them as you feel appropriate but I hope this helps.

After looking long and hard at the list in my spreadsheet, though it pains me to do so I would have to agree in removing the Autarch, he really just doesn't provide that much utility for his cost. Now with regards to his subsitute, I was leaning towards a wraithlord as he tends to attract alot of fire and can utilize a bright lance.
Assuming I remove the Autarch and replace him with a brightlance wielding wraitlord, do you feel this would be a sufficient amount of anti tank? Personally I am concerned at only having 2 brightlances, say your oponnent has 3 Leman Russ tanks, will that be enough to at least make not all of them fire every turn?
Let me know how you feel about having a wraithlord and wave serpent as anti heavy tank, and a falcon as anti light tank.
Don't be shy guys, please rate my list assuming I have ditched the Autarch and placed a wraithlord with a brightlance and blade in his stead.
Wraithlord is a great choice b/c of his BS, only him and the fire prism (along with DR's) are BS 4's w/ heavy weapons in the eldar, and his strength 10 and toughness 8 with 3 wounds make him great, especially since he won't be the sole aim of enemy heavy weapons with your wave serpent and falcon most notably. If you want a shooty wraithlord put either another bright lance on him to use it as twin linked (rerolling a BS 4 practically guarantees a hit) or put a brightlance and an eldar missle launcher on him and just blow anything to shreds.....If you wanta more balanced one go for the wraithsword and bright lance, the wraithsword is only 10 points and allows you to reroll missed rolls to hit, and you'll almost always wound with strength 10, and his monstrous creatureness will ignore armor saves. Love the wraithlord, honestly it's my favorite piece both in usage on the battlefield and paintjob wise, pics to come later:yes:
One more idea if you really want bright lances to kill tanks b/c tanks are a big problem and you want all the shots you can get at them every turn put a bright lance on the guardian platform....i know most people say don't do it, but only do it if you position the farseer (with guide) within 6" of both the guardian unit and the wraithlord... you can then re roll rolls to hit from either squad on any turn further increasing your anti-tank capability....just a thought since you say you play imperial guard with lots of leman russ's....sorry for the length!!!
drop the Autarch from the original list like you had planned but use the points to buy some defensive upgrades for your skimmers.
The falcon need holofield and spirit stones and the serpent needs the stones.
drop the fusion pistols from the halequins, you are probably never going to be in range on a tank with these.
If you are going to give your DA exarch PW + SS then get him defend as well, otherwise get him the 2x shuricats.
drop surprise assualt from the spiders to shave points.
your falcon would be more effective with a shuricannon and an underslung cannon than with the starcannons imo, also cheaper.
If you have the extra points then look into the wraith lord with brightlance.
