I have a sneaking suspicion that you're still using pieces from the old codex.

Yes it is three, but the Falcons are transporting Fire Dragons, and Howling Bhanshees. If they are transporting units, they count as troop choices.

Wave serpents are transport for troops, the falcon is a heavy weapon choice that can also carry troops.

    Not so much...

I don't know what codex your reading. A falcon is never a dedicated troop transport. 6 troops can get in it and ride, but it is never a troops choice in and of itself.

Land Raiders can be dedicated transports for Black Templar because Templar have the "may take a land raider transport option". I think that's also true for terminators.

However exactly NO eldar unit has the entry saying "may take a falcon as a transport". Theregore they may not take a falcon as a transport. They may only get inside the heavy support choice at the start of each game.

Other Transport vehicles are chosen separately and occupy Force Organisation Chart Slot (for example, eldar falcons).
    pg 62 of the rulebook.

I'll comment on your list once you fix up the 5 heavy support choices but as a tip starcannons are horrible on vypers. Scatter lasers are better in almost all occasions, even for shooting marines.

If anyone wants any kind of help writing fluff for any kind of GW army just ask.
