I´d say it´s a tough call between Harlequins and Scorpions. One is more swift and deadly, and the other one´s got the staying power for attrition(sp?). For the points though, the harlies are hard to beat.

for pure killiness definitely harlies... for all around great troops scorpions.

thats the thing, both have thier advantages and disadvantages. Harlies are going to move around the board without taking too much fire, apart when they do, they can go down. scorpions have so many attacks they are the versatile all round squad, and they have the saves to make them last getting shot at, however they are really slow once they get out.
spears are good if you have an autarch with em. they can do some damage and can also take out some light tanks. the mauverability is amazing, they can help bail out a unit stuck in CC before they get destroyed.

Banshees are the lame. I hate how you cannot charge out of a tank, Harles can foot slog without being shot, Scorpians get infiltrate, but Banshees just get mown down at some point.
I hate Banshees.

I picked Harlequins. More vulnerable than scorpions to rapid fire but better defense against almost any other shooting than scorpions, and they simply tear anything up in combat from what I've seen. In the games I've played so far using the new rules (proxying harlequins), harlequins have dominated just about everything I've sent them after.
Second place would be scorpions, they still fufill the role of attrition melee (which IMO is of dubious tactical effectivness in an eldar army, but still can be needed). Their lack of armor penetrating power and comparative speed compared to the harlequins makes them an inferior choice overall though in my book.
I haven't had any experience with shining spears yet, but they seem to have some promise (although the low attack per model factor is a bit daunting).
The lowest on the list would have to be banshees. 4 S4 rending attacks on the charge is just so superior to 3 S3 power weapon attacks on the charge, it isn't even a contest to me.
Assuming the banshees do manage to get out of their transport in time, it still doesn't make them better.
Harlequins will strike first against almost any troop in the game, so banshee masks have little on them. They have +1WS, and +1 attack. A charging harlequin against a meq squad will actually do more wounds (to give some statistics, 3 harlequins on the charge will give 2 rending deaths alone, while 3 banshees would do less total wounds period) than a banshee squad. Against monsterous creatures, the difference is much greater, and against tanks (there are situations where you'd have the opportunity to assault an armored enemy) theres no comparison.
I'd also venture that the harlequins save is better than the banshees, and with the shadowseer its safer to foot slog a unit of harlequins to the enemy than it is to transport banshees to the enemy (and cheaper too..).
Harlequins are also slow though, that's their grande weakness that surprisingly few people look at. Harlequins in a falcon don't dish out as much damage as 10 banshees /w an exarch and they screw over the harlequins shooting ability to turn it into a transport.
Banshees on the other hand are nearly guaranteed a 2nd turn charge coming out of their serpent, something the harlequins can never boast.
Harlequins also pay 6 whole points each (easily turning into 60 points more than a squad of banshees, thats another whole vyper!) for their extra stats.

I love their fluff and way of war and they can kick *ss in CC.
Yes harlies are better in some ways but the scorpions have tremendous staying power and can take on a lot of foes.
They are simply the best for me.
