Farseer`s Rune of Warding
At the beginning of september I am enrolled in my first tournament. Which would be more useful in a tournament setting? Farseer's Runes of Warding, or an Autarchs reserve rule.
If you're going to want your reserves on as early as possible, the autarch is the way to go. He's more useful in a combat oriented army.
If you're likely to face librarians, or be particularly affected by them, go for the farseer and RoWard. He'll be more useful in a balanced army.

I would also take a carefuol look at tourney lists, they tend to be prety serious, far more so than normal lists.
Anytime someone starts refering to your list as cheesey, beardy or a one trick pony you are probably on the right track
That is not to say people dont go to tourneys to have fun etc, but they tend to be in the bottom half of the results, if you are aspring to win then really, a poll is not the way to do it

I have the classic problem of deciding between a farseer to guide my war walkers or an autarch to run with my shining spears. I own everything in the eldar list (except warp spiders) so I do a lot of experimenting. But not having played a tournament I can't say how much need I'll have of either special ability. I'm playing against 39 other opponents and I'm unsure the missions to be played.
then it depends on the tourney rules, but spears do work better with autarch s (I dont field them without) and if you are going to be playing escalation then definatley the autarch

Runes of Warding: Help out a bit against librarians and chaos sorcerers, daemon/witch hutners and eldar. Assuming they have psychics, if not then no affect.
So only a benefit against a few armies, and thats only if they have a certain build
Autarch: Gives you a greater chance of picking the scenario, which allows you an advantage as you can pick a scenario your army excells at or your opponent is bad at.
Also allows you to deploy forces in scenarios with reserves much quicker than your opponents.
Both of those rules come into play against every army, but depend more on the scenario (alot of scenarios and their lvls wont use reserves, rolling a 6 on the scenario table requires some luck to begin with).
However, whereas if the runes of warding work they will at most neutralize 1-2 enemy characters, the ability to pick a scenario or deploy faster than your opponent with reserves gives your entire army an advantage, and your entire opponents army a disadvantage.
So barring every other consideration between the farseer and autarch, it seems a pretty obvious choice of the autarch.
While I'm not claiming to be an Eldar expert, I would be very suprised if you couldn't find the points to take both...
As mentioned, both have very useful skills, and both can be of immense benefit to the rest of your army. So, why not take both?
Keep the Farseer cheap and cheerful (one power), and run the Autarch as cheap as you can.
Chances are you'll probably be spending less on both of those guys than a Marine player taking a Terminator Librarian...

How many points is this? You could probalby fit both of them in the army
I really want to use my avatar (as I'd love to bring the fw one to the tournament.) So i was trying to figure out the second hq slot.

Only 2 of 11 have escalation. The objectives for them are enemy lines and table quarters. Given the stuff you have in reserve moves 24", I don't think you have much to worry about if it takes an extra turn. On the other hand as I heard it from the guys at kingsway, well over half the players will be marines, so I'd be prepared for a fair number of librarians with a case of dwarf-face. =)
There's also a mission with objective-HQ and a mission with objective-offending enemy. A speartauch who withers under a counter charge and the accompanying Shining Spears aren't something I'd want to be worth double VPs to my opponent =)
