My bro (War Boss Ghark), keeps giving me ideas for 'Cron lords equipment, he thinks that the res orb, Phylactery, gaze of flame, phase shifter and then combined with a warscythe will bring death to my enemies.
is he right or wrong?

Well it depends what you want him for really. He is one of the worst HQ choices in the game, as he is expensive, and a ResOrb is almost compulsary.
If you want him for CC, he needs to be on a destroyer base with Phase Shifter and Warscythe. And from there he needs to fight alongside wraith and scarab units.
Another common tactic is ResOrb and Veil of Darkness, for a fast way to get guns among the enemy lines, and also keep you out of combat.
The set-up your bro suggested is kind of pointless imo. It looks good, but he is expensive, on foot, slow, and will probably be in a warrior unit of some sort, which are awful in Combat. I think just the Orb will do if you are running him as a cheap stationary lord on foot.
Res orb + phase shifter + phlacetry + warscythe = the unkillable foot lord.
Destroyer body + phase shifter + res orb + warscythe = unkillable D lord.
Gaze of flame is kinda worth it, I just prefer phlacetry since it means your lord can keep coming back with more than 1 wound.
You must remember though, necron lords aren't built for 1v1 character duels, they will beat most SM captain by sheer resilience, not because they deal lots of wounds.

I like to use
Orb, Phase Shifter, Gaze of Flame and Chronometron for a full foot support Lord, or
Orb, Destroyer Body, Gaze of Flame, Phylactery for a fast, annoying Lord.
Just try out different things with your army, and see what type of combinations work for you. No combination is perfect, you just need to find out how he will be used with the rest of your army
By the way, I reckon the Deciever is better than the Nightbringer hehe

Well i enjoy giving my phlanax lord with all his warriors a Res orb, Gaze of Flame, Lightning field, Nightmare Shroud (optional) make him cheap, and anyone who assualts the phlanax is severly put down and running.
For my DestroyerLord, i usually take the risk and take him with a bunch of scarabs D-body, phlactery, Phase Shifter, Chronometer, warscythe. Him with the scarabs are ultimate trooper killers. I know its a risk without the res orb, but it works out well. Once had him kill 2 tac swauds, and then cause three others and a scout squad to run off the board. Amazing game.....*thinks back*

If you were playing a big game and wanted 10 Immortals with a dedicated Veil Lord, Res Orb sounds good. But in all honesty, it's a waste to put an Orb on a Lord who is going to Veil out of the battle line, attempt surgical strikes on the other side of the table, and generally not know where he will land due to scatter.
Destroyer Body is also great with each, as the extra movespeed makes them easier to move around, and easier to re-organise yourself/feint/react to whatever is going on
Better off having a dedicated Veil Lord, and a dedicated Orb Lord. Just not together

I don't think a destroyer lord with scarabs needs a res orb. He gets the toughness bonus for being on the destroyer body and can't be instakilled, and the scarabs don't get WBB anyway. I'm seriously considering leaving my monolith at home and using a Destroyer lord with the scythe and phase shifter (considering the phylactery, but it's a cost issue) and 9 scarabs. My foot lord would take the veil and orb and move my immortals around.
