I know this was answered before. But I couldn't find it. I thought I heard that OOE and Red Terror are not special characters because they are just mutants. My Freinds do not believe this so I would like some confirmation thanks.
What does the codex say? I don't play nids, but I'd assume that they are SC's.

From What I have read I don't even see it mention special characters... I could be wrong
They arent special characters, so you dont need your opponents permission.
Show Your friends the Codex entry.
Then tell them to read the Tyranid FAQs from Chapter Approved. It's the very first rules clarification in the 'Nid FAQ, and it states very clearly that they aren't characters of any sort.
"The meat things seek to destroy ourselves. They hunt us as we hunt them but they are weak and uncertain. The inferior flesh will be entirely destroyed, all biomatter consumed. Ourselves will fight to the last, all weak flesh must be devoured."
you can still use OOE and Red terror even if your opponent or you dissalows the use of special characters as they are not special characters can be used regardless, kind of like the nightbringer and the deceiver for Necrons, if thats any help.

red terror is a ravener, a mean 1, but still a ravener. it isnt a SC
OOE is a carnifex, big mean, eviiiil carnifex, but still a carnifex. isnt a SC either
Even if they were special characters this wouldn't matter at all, because there is no general rule saying that special characters require the opponent's permission. This permission-required thing is ALWAYS a special rule of the respective SC, those SC which do not have this mentioned in their codex entry also do not require the opponent's permission (such as C'tan, and almost all newer SC).
