I've read that the Sky Ray box comes with a Railgun, and this is one of the reasons I want to buy one (free Devilfish-to-Hammerhead upgrade!). Also, the SR is $4 cheaper than a HH, so it seems like a great deal to me.

I'm not sure where you got the price difference, but yes, it comes with all of the parts nescessary to build a hammerhead.
The reason: the devilfish only comes with one burst cannon, and you could need two to build the skyray, therefore the weapons sprue from the hammerhead is inclueded.

They sell them all at the same price (US $40) at my local gaming store, Devilfish, Hammerhead and Skyray alike. The Hammerhead includes the railgun/ion cannon/turret sprue, and the Skyray includes those as well as its missle assembly. Go Skyray, every time!
My gaming group's new motto: That army you're using is overpowered because it hurts my guys, codex is broken and needs a rewrite.
One last point do not buy them from GW go to independent stores (do a Google search) and you will get it cheaper. I got mine for £21.50 including postage.
You should also consider the Apocolypse box set of three tanks (I am buying it) it is a bargain and will allow the building of three Hammerheads.
