As I am slowly expanding my Altansar Army (as i'm working on 8 armies at once) I was wondering what I should add next that is a. fluffy, and b. competitive.
Currently I have:
Harlequins x10 w/shadowseer
2 squads Dark Reapers x5 w/ exarch
So I need another troop choice but have no idea what to get. I was thinking of rounding out the elites with a squad of howling banshees (attach the farseer with doom) and maybe some firedragons? Both mounted in waveserpents and 2 vypers.

I think that Dire Avengers would be a good troop choice. Paint them black with white helms (like the old ulthwe black guardians) and you could put them in the fluff as either Black Guardians or something similar (Dark Avengers?).
They would fit the fluff for a craftworl lost in the warp for 10000 years and struggling constantly - the higher level of skill with their chosen weapons over that of normal guardians - the lack of support platforms due to inability to gain new parts etc...
Well, I'm afraid I don't know much about Altansar fluff (shame on me...), but wouldn't Warp Spiders and a matching Autarch be a good addition. Warp-related, from fluff point of view, and adding a fast attack element to your army.
Would that make sense ?
Thomo has a pretty good idea there with the whole black guardian idea. In my opinion you should think about doing scorpions instead of banshees as I would think that serpents and falcons would be scarce. You could use DE Incubi models for the scorpions to give them a more sinister look.

For another troop choice you can never go wrong with dire avengers as mentioned before. But I notice that you army is leaning towards the long range shooty side and the only dedicated unit you have are harlequins, an elite specialising in chewing through MEQS. Therefore my reasoning follows that you need another dedicated assault that deals with hordes of weaker things that would be a waste for you harlequins to attack. Again, dire avenger can fit that bill, but an army needs assault in order to tie-up enemy firing squads and protect you own firing line. Also, the addition of another dedicated assault makes it more difficult for your harlequins to be outflanked and having large numbers of these would draw attention away from your oh-so-obvious harlequins.
My idea is storm guardians. simple, cheap, effective, can have two flamers to drive enemies out of cover and to waste hordes, add a warlock with a singing spear and you've now got anti-tank capabilities as well. Give him enhance and you've got a horde of fleeting skirmishers with MEQ WS and a higher initiative than a lot of other squads meaning that you get to use your numbers to your advantage. Storm Guardians come in boxes of 8 and a squad of 16 with a warlock can deliver a barrage of firepower in the shooting phase and then charge to lay waste to whatever they are attacking.
It seems to me that a horde of charging meleeists attacking with all the fury of those who have been stuck in the warp for thousands of years is both fluffy and the best thing to even out your army.

Second on the storm guaridans and warp spyders and dire avengers. Modified black guardians are always pretty sweet. the storm can double as black storm with a warlock with enhance. You can make them anti-MEQ and give them fusion guns as a second choice.
Its all right, there's not much. Basically the Altansar craftworld was pulled into the eye of terror with only Maugan Ra survived, fast forward thousands of years to the 13th black crusade, Maugan Ra goes into the Eye and recues the craftworld. There's some info about it in the eldar codex.
