Looks like there are three options (if you can get them the Armageddon boxes are awsome but those probably won't last long, some are already gone)
Prices in USD. I would think the ratios at least would hold the same in other countries more or less.
cost $90 cost of models $115 (saying $15 for half DA squad)

Honestly my first impression is that GW nerfed the guardians and then later decided they wanted people to play them anyway.
Personally I don't like the army with Dex. It actually isn't that bad a force. But you're hemmed into a lot of choices for not a very good deal unless I'm missing something.
The battleforce has some potential. People like falcons, walkers and DA(which should probably tag along with other DA or maybe buy two battleforces). The guardians are essentially "free" and so new players can try them out and aren't out much if they shelve them. Still I dunno
For value on the dollar the boxed army is nice. And you can shelve about a third of what's in there and sill not be out cash. And the Jetbikes, DA, falcon and wraithlord are generally liked.
Granted they all prevent you from building the exact army someone may want. But a new person to the hobby is, in my experience, not sure exactly what they want to do and balking at the hefty GW price tags.
Also someday there will be another edition (maybe all to soon from the rumors) and then who knows what will be good.
Case in point I got two of the old battleforces to start my army off. At the time jetbikes sucked so bad even as a newbie I could tell they stank so I just put the bits in little plastic bags and put them in the closet. But now they've turned into $90 of primo troop choices.
Since GW seems to deliberatly try to "change playstyles" in new editions/dexs that's bound to happen again.
Anyway what do you think?

Hell dont buy that box! Guardians are for footsloggers, falcons are for mech, walkers are good, DA are good but shocking in 5's. Overall one of the worst deals apart from maybe the guard one.

If your starting from scratch, not that good a deal. Put if your just trying to fill your army out, not that bad.
I just shop on Ebay anyways... Savings are always higher.

All of the options give you too much of a mixed bag in my opinion though if I had to choose one I would choose the boxed army without the dex as it has the most complete units. The boxed army with the dex gives too few banshees to be effective and the autarch is not generally held to be the best HQ though the one in the box is setup worse than most.

I would advise a new Eldar player to go for one of the apocalypse box sets. If you want fast and fun then get the wind riders. Eldar Aspect Assault Wave force is a good start for a Mech eldar army. Cloudstrike for armoured armies and the Spirit host - well they are not so good. none of these sets contain guardians - phew.
