Back in day of second edition I remember special rules released in White Dwarf being used in our tournaments the day the White Dwarf came out. If you didn't pick up the White Dwarf prior to the tournament, tough titties!
I remember being one of the few people who had the new WD with new rules for my army that had just been released in the White Dwarf that day, and my opponent was like WTF? and I was like BAAAAAAAAAAAAAAAAAAM, read it and weep; should have picked up the WD.
Granted the new rules were not anything -that- special, but any little bit helps.
A month embargo helps in helping the ORK player get used to the new rules, not necessarily the non-ork player. An embargo really is not necessary, as I see people all of the time who don't know jack about their own codex, quasi-cheating, or screwing up simply because they don't know their own army rules.
Although I can't think of anything less pleasant than tough titties, I think the 1 month wait is a good thing in all cases.
It helps opponents and judges get the rules down pat, and it helps the Ork player get the rules down pat.
Gah, can you imagine a new ork player without opponents/judges who knew the rules well enough to dispute getting his shokk attack or trukk rolls / rules wrong, or his weirdboy rolls wrong? Anyway, props to the waiting period.

with the group that I play with, as soon as the new codex came out we all pretty much forgot about the old one except in the occasional "remember when they used to have...?" conversation. The new rules are way fun.
