I just got into eldar a little while ago so I don't know if this is a dumb question or what, but why is there no Phoenix Lord for Warp Spiders or Shining Spears? Is this just because they are the rarer of the aspects?
I was thinking about drawing up some rules for some kind of Warp Spider character. Kind of like a Phoenix Lord, but if that's a fluff no-no, then maybe a very seasoned exarch or something like that.

there are obscure references to one for warpspiders, but i think the deal is that a phoenix lord is the perfect incarnation of that aspect of fighting and its believed that no warpspider can master the second jump so thus no phoenix lord.
There are no dumb questions but you may want to search for your answers before restarting a thread that's been done. This should answer your question.
edit: I too wish for a WSPL but until that day comes I'm content with my Autarch w/ warp jump generator good question tho, it is one that every Eldar follower asks at some point...

Basically the real reason is that GW couldn't be bothered. The second jump for warp spiders is meant to be extremely difficult to master - more so than any other aspect of any other Aspect (sorry couldn't help it).
As for the Shining Spears, they are relatively new on the scene and as such all the pre-exsisting PL fluff would have to be written to include them and that is way too much work for GW to do, so they made the Aspect a rare one.

I don't think that it's just because they can't be bothered. If they mastered the second jump, not having to lose a wound or anything for such an attempt, with a PL stat line and say two spinneret rifles, it'd be quite a ridiculous and unbalanced foe. Especially if he extended his mastery to his squad members, making them immune to losing a model when jumping. I suppose you could just make it so his squad counts as moving 12" but you roll the dice anyway to see if you suffer a wound.
I'm not 100% sure on all the info I've got (only recently started Eldar) but in a friendly campaign the story goes onto a council of Phoenix Lords all meeting at the final battle (essentially, all the current PLs and adding in a Warp Spider Lord. Shining Spears haven't been formed yet in the campaign's timeline (they're new, correct? And I don't really like them ^^) so they're not present in the council.)
