I just realized that the Emporer could very well be a C'tan!
Think about it: he was a being of unimaginable power (star-god) who was seen as magnificent (shape-shifting) and whose essence (energy) is now entombed (c'tan still entombed) and requires millions of human sacrifices to sustain himself (c'tan eat energy/souls to live)!
I know it would be too crazy to think he'll become a playable C'tan (the only playable ones are the weak ones: wimpy deceiver and weakened nightbringer), but maybe he could possibly be a c'tan!
Under more recent fluff, that is pretty unlikely since he was not bound into a material form like the other C'tan were. (In the older fluff he was created by a cabal of shamen and brought into this galaxy, back then your idea might have worked cooliox)

Also, remember in the Horus Heresy when Horus is having his near-death experience and he is in the lab where the primarchs are being created? Well, at one point, the emporer simply appears and is manifested as "a mass of energy" (something like that). [He then scatters the primarchs across the galaxy]
The Emperor uses psychic power, C'tan are made of an energy almost completely opposite to the warp like water to oil, sorry Cooliox.
That mass of energy is most likely from the sheer psychic power of the emperor that Horus himself can see.
The C'tan already have enough of an influence over humanity with the entombed Void Dragon and the Deceiver running amok controlling parts of it. (Officio Assassorium/ Adeptus Mechanicus) they don't need to end up having the one RUNNING the whole show be a C'tan as well.
Remember, it's simply speculation.
And just because he was a c'tan, that doesn't mean anything would change. Maybe he is power-crazy and is simply trying to create an unstoppable empire...
In my opinion the whole ubert-psyker thing stops this theory dead in it's tracks.
And over there we have the labyrinth guards.

Don't forget the emperor doesn't look as, well, "healthy" as he used to. Put bluntly, his body has aged, despite being in stasis. If he really were a living god wrapped in a living metal necrodermis, like the C'Tan, he'd look the same now as he did 10,000 years ago when they put him on the throne. He doesn't, at least, not according to all the artwork I've seen done of him, both then and now.
At the very most the Emperor could be considered 'like' a pariah. Once human, bonded with much machinery enhanceing/prolonging his life.
However since he's a psyker he obviously doesn't have the pariah gene. His warp born psychic energy would be abhored by the C'tan. Therefore he's just a freak of nature.

Yeah, that fact that he has a Warp presence debunks the notion. The C'tan will always be, as they have been for eons, beings of energy with no Warp presence.
