I currently have 11 burna boyz mounted in a looted wagon. My army is speed freaks Close Combat orientated. HOWEVER, i like the loota rules and want to include them. I have no way to include them, other than replacing the burnas with the lootas.
I mostly vs marines, eldar and tau.
I AM IN A DILEMNA!!! what should I do?

Well, let's see- Marines I would say Burnas as PWs. Eldar are a mixed bag- Burnas can roast most Eldar, but Lootas can easily blast them apart. Tau are best shot with Burnas (no FW saves!) and then charged (use your fists, the Tau will still die). I would say Burnas, as they don't rely on BS. However, it really comes down to what you want.
Burnaz and Lootas really both do the same thing that is kill infantry just that one dose it at range and one dose it in CC. so really the question is do you want a CC unit (burnaz) or a Shooty one (Lootas).
Fast is the only way to be.
One very useful fact is that a full unit of 12 of either Burnas or Lootas are the same points. This makes it pretty easy to change a list on the fly, all you'll have to do is jiggle around ~40pts for a transport if you use Burnas.

Burnas are fantastic at anti-infantry fire and close combat. Of course, you need transports to get them there (I usually spend the extra points on a cheap battlewagon for the added protection). As a side note, I often include a couple big meks with the burnas. Not only can they repair the vehicle they're inside, but if you give them KMBs, the unit can hunt tanks as well as infantry.
Lootas, despite their reputation, aren't as great against infantry as people say they are. On average, they each shoot twice, and although they're STR 7 AP 4, it's on par with a big shoota, considering that big shootas always fire three times. 11 Lootas on average will shoot 22 times, and get 7 hits. Against MEQs, that's 6 wounds and 2 failed saves. Not bad, but not earth shattering. Statistically, if you spent the same points in shoota boyz, you'd get the same results (although at a much shorter range). Where lootas really shine is against light vehicles. A team of lootas will erase rhinos, trukks, and virtually any walker with no trouble at all.
So which to use? It depends what your list is having more trouble with. How are they holding up in close combat? How are they doing against MEQs and swarm armies? Is long range fire and light vehicles giving you a hard time?
The optimal answer is to use both, but if you can only use one...I'd go with the burnas, based purely on experience. Lootas usually perform very well, but they've never won me a game. Burnas, on the other hand, have helped me wipe out swarm armies with ease, especially (ironically) other orks.
On the other hand, if your army already has plenty of close combat power, like for example, a fully fleshed out unit of biker nobz, then you might find the lootas do more for you. I'd experiment a little with both (switching them in and out of the army) and see how it goes.
