I was going to post this with the list I made, because I think this will be a simple question, but I can't find the subforum and couldn't find the answer anywhere in the codex. A page number to the answer or simple explanation will be perfect.
I understand you need at least 1 +1 Commander, but can you use 2, 1 for each HQ spot?
I am light on suits so this is my route so far to increase my suits firepower until I have a few more.
The codex entry tells you that you needs 1+ Commander. This means one (1) plus whatever else you choose to take for an HQ choice, since you are allowed two HQ choices per standard force organization chart. Similarly, you must have 1+ Fire Warrior Team (in case you had forgotten).

Yep the above people are right, 1+ means 1 compulsorary commander (and one other non-compolsary compolsary commander ). The Imperial guard can only have 1 command platoon, hence no 1+, just 1 command platoon, so they can only ever use one hq slot (unless supplementing with allies etc.).
So you have to take 1 shas'el/'o commander

0: heh, yeah I don't know where I got Limit of 1 from +1. (I think reading the Farsight "Breakaway Faction" rule confused me. For some reason I thought that applied to lists without the Farsight...(yep I don't know why)
Not very many people seem to run two Crisis Suit Commanders, but everyone seems to like the firepower 1 can deliver.
Why do so few players use 2 Crisis Suit Commanders?
You use a Fireknife so you have your Plasma, I for instance use Deathrains and a full unit od Stealths. Using these elite choices leaves me very little choice but to take a second HQ if I want to take a Plasma or Fusion.
Most armies take two or more HQ level characters, take Marines for instance they often take a Chaplain, Librarian and a commander for instance (often with retinue), Eldar take multiple farseers, Tyranids take two Tyrants or Tyrant and Broodlord. None of these are considered cheesy.
Why should we be the only list that is classed as cheesy because we take two HQ that only have two advantages (BS and the IC rules) over a standard elite XV8.
I have always run two XV8 commanders and I always advise anyone building a list to take two, they are to valuable a resource to the Tau player to neglect simply because the odd player may think its cheesy. We have no assault to speak of, so we need to maximise what edge we have over our opponent. I suppose I could accuse someone of cheese if they take the maximum assault choices they can when facing me because they are only doing what I do when taking two HQ XV8's in maximising their edge.
Three Hammerheads ain't cheesy and neither is taking two HQ XV8's. You dudes in Oz certainly have a strange idea of what constitutes the cheese

Not to say that two commanders aren't great. I love running two identical shas'el w/TA, MP or FB, PR, HWMT for 97 points. Very, very powerful and versatile.
