Welcome to Librarium Online!
Ok i want to know which would be better. I usually play tau, sm, tyranids, and necrons. Thank you for helping in advance
Well, there is no "best" army, but here are some generic highlights:
Ulthwe Strike Force
Fast, hits hard, but is delicate. Not for the defensive player.
-Wraithgates allow your troops to be where you want them, hopefully when you want them
-BS 4 is extremely useful on all Eldar stuff.
-All your vehicles are either fast, or armed to the teeth. Warwalkers: The latter, and Vypers the former. The enhanced BS makes the, "Lone Vyper with a Brightlance" far nastier.
-Your troops don't like to regroup. Easily solved: Don't take morale tests. Make sure not to lose that 25%, or stay away from combat as if it were the plague.
-You don't get anything heavy. This can be good, or it can be bad. You don't get Falcons, or Fire Prisms, or Wraithlord, but everything else is mobile, and damn shooty.
-One squad of Aspect Warriors, which can't get Wave Serpents, and Dark Reapers. Meh, who cares, your not supposed to get into combat anyway. Dark Reapers are your good friend here, they help to fill out your Heavy Support Choices.
-Rolls for reserves become very importent. Rolling a single unit per turn can lose you a game.
-You get some damn nasty ass tooled up HQ's. This is another good/bad thing, because they can take half your army points up easy.
-The best HQ in the game. See the above.
-Guardians get better, at least some do.
-You can take any vehicle, but yours aren't as sexy as the USF's are.
-Slightly limited on Aspect Warriors, but you should have plenty of Guardian Squads anyway, right?
-Other then this, it's Vanilla Eldar, so Ulthwe can be very flexible.
Theres some quick help on the two, pick whichever you like the most bestest. Strike Force is lightning strikes, hitting hard, and trying to take as little damage as possible, Ulthwe is very similiar to "Vanilla" Eldar in it's tactics, except for the Seer Council, which can be made into anything you want it to: Fast attack, heavy Witchblades, Psychic Maulage, whatever.
