I have been wondering how our blast weapons will work with the new 5th edition rules and in a nutshell here it is:
(Rumored) Template weapons (not flamers) will not use the BS to hit. They will roll the scatter die to see if it hits (the bulls eye) or scatters. If it scatters then roll 2d6 and subtract your BS from the result and that tells you where the blast lands (while still following the arrow). So we fire a disintegrator and it scatters - we will average 7" (average of 2 dice) and then subtract our BS from that to give us an average of a 3" scatter. Now if on 2 dice we roll a total of "4" or less then we hit the target straight on, no scatter - so this gives us a 44% of hitting straight on our target. Even if we scatter 1" (we rolled a "5" total on 2d6 scatter) we will still hit the target because of the radius of the blast template itself (which raises our hit percentage to almost 52%).
If you take the average of 2 dice as mentioned above and subtract our BS we get 3" average scatter. Think about this, if you target a squad of 10 marines and you aim for the middle most marine (that is surrounded by marines all around) you are going to hit something guaranteed! Since there are no more "partials" and everything that the template hits is hit automatically, I'd say you will never miss!
So, what about the other stuff?
Xenospasm will most likely hit something as long as you are not aiming at one model. Put it on an Archon with the high BS he will hit a model (including the 1" scatter) 72% of the time! If he is firing at a large squad, it will most likely hit someone, you cant miss completely anymore (wounding is another matter completely but if you are hitting more targets because there are no more partials then you are bound to wound someone).
Asdrubel Vect has the same BS as an Archon, same for him except imagine 2 disintegraters hitting what he is aiming at 72% of the time and with the highest possible scatter of 6" at 1.85%. I dunno about you but I was rolling "1's" to hit about 50% of the time when I use him so this is a personal nirvana for me!
Horrorfex's - I think they just got more reliable. No more total misses and if you can just graze 1 model after a scatter you will at least get to make them take a "pin" check. I would almost say depending on the size of the squad that you will most likely not miss. Thats a HUGE advantage (other than the number of fearless squads out there) but the cost of a horrorfex makes it a steal in my eyes.
Terrorfex is still to costly however if you want to create a list with tons of pinning weapons the terrorfexs are more reliable now. Its just too much in points - at least give it a chance to kill a model and count as a ccw then it might be worth it.
Shredders - now that the template hits everything under its template this weapon actually got better as well. Against horde armies like the Orks this would devastate them, it would easily hit 3 or 4 orks (in lose formation) even if it scatters, wound on "2's" and with the Orks armor save I would say a shredder would out-perform the splinter cannon easily. Not sure if it will find a home in my lists but perhaps, Orks, Daemons and some nids would make the shredder VERY useful with their low armor saves. I still favor the blasters though for the points.
How about the Destructor? It doesn't change like the others but one thing I heard which is a rumored bonus for us is that any weapon that is AP 1 or 2 will deny the Feel no Pain (FnP) rule. That is a nice little piece of info if you want to use your destructor against Nurgle Marines, or Death Company or even Orks. You would be denying their special rule on 33% of the wounds you delivered. Not bad, eh? I already love the weapon and now its gotten better? BooYa Baby! 8X

One thing I think you should ge over though is the other Haem weapon. It's my favorite fluff weapon but not very practical, the STINGER.
So you kill a model, then that model explodes and all models under the template are hit and most likely killed due to the rules of the blast, probably more effective once it gets a hit.

Looking at the way it works you aim it at one person and it needs to wound, the target has to die before placing the template so I do not think it would use the scatter system at all - I think it stays the same as now.
However, the fact remains that anything under the template is hit (and thats big) and it will wound anything on a "2+" AND its AP6 makes it nice when fighting against the Orks (one ork blows up then the other caught in the blast die on a "4+"). 66% chance to hit using straight up BS is still solid however, the chance to completely miss is something to consider as well.
