Striking Scorpions (ehh)
I personally favour howling banshees because of the power weapons...
I know that the scorpions get +1A and a 3+ save. yet banshees get the initiative 10 with banshee masks and mow down almost any unit...
trying to see a bright side to scorpions but they just dont fit in to my army...
scorpions are for light infantry like gaurd, nids, orks(wink), and if you throw their PL in there they can even take out marines and they gain stealth.
but mainly they take out infantry or hqs that are annoying, and dont need a transport.

Meh I like the scorpions because they can infitrate
first of all eldar is a specialise army, it all comes down to who/what are you fighting with, you dont send banshees with their power swords against an ork army with a 6+ save, you send it charging against space marines and space marines terminators which will cut their 3+ and 2+... for as scorpions you send them against hordes because they seriously have a lot of str 4 attacks... and i prefer harlequins above all =P
Personal preference? Banshees, because I try to use Shuricannons for the scorpion type roll i.e. grunt-killer. However if you were looking for an in depth description of the pros and cons of both units, my I suggest the Eldar Tactica, which I think is a boon to all eldar players, from rookie to pro. Give it a look if you haven't already.
But yeah Banshees are cooler, but 5 guys=20 attacks on the charge is nothing to be ignored.

And i love the battle sister's fluff. And there is nothing more irritating for tough 2,5 meter marine in power armour three times his weight then a single bladestrike that pierces his both heartes for an instant death.
Fleet is also important for every fight after the first one.
As most have said it really does depend on what you plan to use them for. Against anything but space marines and their chaos version I use Scorpions however. These prove to be unbearable for an orc player who thrives on close combat. They can hold out against wave after wave of fodder units and consume almost an entire hoard of tyranids alone if they get ahold of them. They are also amazing against imperial guard with their infiltrate.
Banshees are more of a precision tool used for cutting up the opponent's most brutal units before he has a chance to do anything with them. I hope this has been of some use.

Meet My Autarch
Have been play testing in 5th Ed and I am loving Scorps. Being able to out flank has proven a very effective tool. I take a squad when I play Tau just to watch them avoid the short table edges and group primarily in the middle of the deployment zone.
I'm scorps mostly because of the 4th ed gimping of units in transports. Not being able to move the skimmer and assault makes it hard to get those banshees where you want them.
Also since you can't use combat boosts inside a transport the best you can do is having a jetbike farseer for doom.
So the bottom line is I'd rather have a unit of fire dragons shoot the heck out of something (nearly anything) from a wave serpent than to maybe to get charge something a turn later.
Note that I think scorps only work well when you've got an army that moves up fast. things like shining spears and fire dragons in falcons and other things.
