Hi first post on the forum I just started playing a necron army in fact its my first Warhammer army ever.
Im always playing IG and Nids because those are my friends armys I was hoping you guys could give me advice on what tto use and or do agisnt IG or Nids

As for tactics, well, you can break the warriors up into either three groups of 10 or two groups of 15. Giving the lord the veil or darkness or resurrection orb will help them get mobile, or just plain stay alive. Wraiths will carve a swath through ordinary guardsmen. With nids, you want to shoot, shoot, shoot. Use your destroyers. Guard that heavy destroyer carefully. You might even want to get a second one if you can.
The scarabs are a good "tarpit" unit. In other words, don't expect them to win games for you or make important kills. They tend to not kill anything (especially vs. MEQs), but they'll tie something up for most of the game. You also could use them to "hold something still" until your wraiths arrive. Giving the destroyer lord the warscythe and running him with the wraiths and/or scarabs can be devastating.

The Veil of Darkness is a wonderful piece of wargear. I recommend it in every army. Personally I use it to Veil my Warriors to objectives or out of combat, but others use it to hit enemies behind cover.
A destroyer lord should be able to run through a guard army with little to no resistance. I'd recommend putting a gaze of flame on the destroyer lord to help him break squads faster, and a phase shifter in case he gets hit by heavy weapons. You could attack him to a squad of Wraiths instead, but while this would keep him safe from heavy weapons this makes him more vulnerable to sheer number of shots (it's easier to wound toughness 4 than it is toughness 6).
Wraiths might be able to tie up Tyranid big guys, and can probably mow through their smaller guys, but typically speaking Wraiths have a problem of their squad size being too small.
The Warriors you'll probably want in two squads of 15 or in one squad of 10 and one squad of 20 depending on if your taking a Monolith or not. If you take the Monolith, go with two equal sized squads because then both the VoD and the Monolith can teleport them around. Otherwise the 20 man squad and 10 man squad is probably a better bet to better use the Veil.
Destroyers are awesome in every way, so definitely take them. H. Destroyers aren't as useful, although they might be better at taking down Tyranid Monstrous Creatures, but outside that are too expensive for their points.
If you take scarabs you should probably run them into a unit with ranged guns that you don't want shooting at you. While they won't win combat (except against guardsmen) they are inexpensive and take forever to kill so that unit probably won't hurt you for the rest of the game.
Another piece of advice is that cover isn't the end all be all. Between the WBB and 3+ armor save you'll rarely need the cover save. So depending on how much of their weapons can bypass a 3+ armor save you may or may not want to keep your warriors in cover. Of course the VoD makes this easier since you don't need to worry about moving till the end game, so putting your Warriors in cover is a good idea if you bring the Veil as long as they still have decent fire lanes.
Well since you got a mono to keep your warriors out of trouble I'd personally suggest skipping VoD, use a "Wraithlord" (D-lord w/ orb, phase shifter and WS) take all your scarabs and give them d-fields.
Take all your warriors. you can keep one squad in reserve to pop out the Mono.
A single heavy destroyer is really not that effective, but can draw fire nicely.
-Speed is the big focus against IG, the sooner you can get out of the pounding zone from their big guns and into tearing their soldiers into bits the better. First target are tanks. Use a mix of destroyers and scarabs to eliminate them. AS soon as the big hitters (basilisk/leman russ) are gone you should have a good run of the board. in this instance only VoD warriors aren't always a bad decision.
Stay out of firing lanes.
-Tyranids have two main targets that you'll want to eliminate first. Big bugs(Carnifex/Hive Tyrants), and synapse (Warriors/Hive Tyrants/Zoanthropes/Broodlords) The main threat from nids is CC, stay OUT. Genestealers are next after the aforementioned list. Hive tyrants should be taking destroyer fire until they die. Wraiths can take out carnifex (as can a wraithlord) with high S and Init comboed with an invi, Wraiths are the ONLY thing you should allow to CC a monstrous bug.
Bug swarms you want to be able to rapid fire with warriors. Scarabs and the mono will work wonders. Again kill monstrous creatures and anything with rending at all costs.
Really I've never faced biker eldar, so I don't know how dangerous they are to us. Priority targets are heavy weapons. Don't get outflanked. Pheonix lords are evil, don't get in melee with them if your opponent fields one. Stay out of CC.
General Rules for "Crons
Destroyers and Warriors can kill anything, but only when shooting.
Scarabs are just dangerous cannon fodder, but they can tie up strong opponents and down tanks.
Wraiths take more fire then most Characters, keep them in cover.
Monoliths are NOT invincible. Don't feel down if it gets destroyed.
Foot Lords are for support, D-Lords are for CC.

Warscythe, Res Orb, Des Body, Phase Shifter(I <3 Inv saves)
These are the exact setups I use on my Lords. Just team the Wraiths with the Scarabs(use these to screen, and tie a unit in combat for a turn to wait for the Wraiths). Then just stick the Des Lord with the Destroyers, deploy Hvy Des behind Area Terrain, hop him out, bust a tank..then he dies
Keep the other Lord with the Warriors around the Monolith. ALWAYS CYCLE, this cannot be stressed enough. Use it to get the Warriors into Rapid Fire, and don't worry about the "weight of fire IG" bs, it shouldn't hurt. You'll eventually figure out your play style, but against the IG, advance and just shoot like a mad fiend..of course, deploy on the 12" line.
With the Nids, deploy anywhere from 8-10" in, and act accordingly. Ya know: shoot
