Welcome to Librarium Online!
okay just gonna drop this in here quickly recently i gave a unit of 5 stealth suits all target lock and just put them to work on killing infantry, they are beasts when you set them up this way 15 dice hittin on a 3+ and usually wounding on the same makes them really good for this the jetpacks make them manouverable enough to get between different squads too, and i've found them usefull for killing lightly armoured vehicles. I've reliably killed defilers and dreadnoughts or skimmers for many a game now and people are only just gettin wise to how dangerous they can be.
A six man squad of Stealth's will kill 6 Guardsmen on average at BS3, the 5 man squad with TA's will kill 6.6rec hardly an awesome improvement is it. However at +1 BS from a Markerlight the kill rate for the vanilla Stealth unit goes up to 8.
Given the fact that most lists will have ML's available and the fact that vanilla Stealth's do only negligibly less damage for a cheaper points cost, then I see no reason to ever take TA's on Stealth's.
All the benefits you mentioned are available to normal non TA equipped Stealth squads, only difference is your getting 1 extra Stealth (more survivability) and they are cheaper.
Riki is right. 20 (or so) points for 2 markerlights will do what 50 points of TAs can do.
Also, if you do the mathhammer, and compare BS3 to BS4 stealths, you find that they have the exact same points/kill ratio (i.e. are the same value for the points). The BS3 suits do have a higher variance in hits & kills, but comparatively, they are very close to equal.
BS4 stealths are fun, though.

"I told you, it's not Pink! It's Light Red!" Donut on his new power-armor.
5 drone controllers and one gun drone per suit would give you more survivability and the same number of hits per turn on average, plus pinning checks.
only one TA on my stealths and that goes to the fusion blaster as getting thar close and then missing sucks he also has a target lock, love the image of his mates watching his back as he burns armour.
Personally for laughs I gave my SS all shield generators for sticking in longer. I normally have them targeted by lascannons or some other ap1-2 weapon so I decided I'd had enough. Plus its funny because they got caught once by terminators in close combat and I only lost one to lightning claws. Thank God for 4+ invunerables.
