Welcome to Librarium Online!
Is it posible that boys can run 18" and still charge all on one turn? By using whaagh and then running witch is a new rule.
Tho I think you can move 12" in a trukk, hop out, Waaagh!, and assualt all at once.
Two's to kill. Ahh, sweet sweet music.
From a vehicle (it no longer matters if it's fast or not), you can move 12in, disembark 2in, and then assault 6in. That's a 20 inch assault. You could also wauuughh and get an extra d6 inches, making it 1 21-26 inch assault, but you might be taking a chance, since they'll be sitting ducks if they don't make it. Also, you need to have already been inside the vehicle at the beginning of the turn, and you can only assault the same turn you disembark if the vehicle is open topped.
Storm boyz can move 12in, get d6 extra movement, and then assault 6in. This gives them a 19-24 inch assault, almost as good as a vehicle, and they ignore terrain, and can't be taken down by anti-armor (although anti-infantry works, of course). They can also run, but don't benefit from the wauughh, so they can't assault the same turn they run.
Regular units on foot can move 6 inches, run d6 inches and assault 6 inches if the wauughh is called. This gives them 13-18 inches of assault, on one turn of the game. All other turns, it's still 12 inches, as normal.
So vehicles are still the fastest way of getting into assault, with storm boyz being a close second. Storm boyz are more consistent than vehicles, but also more expensive (considering you need at least 13 in the group or it won't make it). Also, with 5th edition, stormboyz can't claim objectives.

"Fleet" is no longer a rule that allows extra movement, and I believe the "Waaagh!" rule gives Fleet to the units, right? Correct me if I'm wrong. Fleet now allows units to charge after running, so now everyone has the option to run (like a Fleet move in 4th edition), but only units who have Fleet can charge after that movement.
The unfortunate thing is that now winged hive tyrants can run and deep strike. Which is a little scary.
You are right Nemesis, fleet just improves on your run, as opposed to being an extra d6" move ability.

As far as I see it, the stormboys always get to make an extra d6" movement, and nothing is stopping them from assault. It seems like a modified fleet, but with jump infantry.
