I will start playing Orks when Assault on Black reach is out. I have investigated a lot and the models within the box seem good enough to make a small army (500 points or so).
But I will get two of those boxes, netting me 2 Warbosses, 6 Koptas, 10 Nobz and 40 sloogas. That is a whole load for 60€. It represents the best you can get for the money.
I have currently 5 others armies ( Dark Elves, Nids), two of which are suspended (Nurgle,Bretonnians) and other project to start: Vampire counts. Therefore I mustn't waste my money. I want to get the most of usefull models for their cost. With this in mind I designed a Escalation List (1k to 1.5k) making me spend the less money possible. I have subscribed White Dwarf so I get a Nob when September edition arrives.

This 498 Points come from a Battle force. Considering this scenario I will need 2 Assault on Black Reach, One battleforce and one painboy (and the nob from WD) to get hold off a 1.5 k army for around 150€ maybe a bit more.
I don't want to buy much more for now, is there a better points-money cost wise option then the battleforce.
Criticism to army and choices appreciated, maybe I can get one Lootas/ Burnas and make full use if i scavenge some legs
If you want to make the army cheap you will need to convert. Find friends who will let you rummage through their bits box. I made 2 lootas from some landspeeder assault cannons and devastator marine weapons. The lists look ok but you are very short on boys. I would suggest buying both black reach boxes and trading all the marines in so you have 4 sets of black reach orks.
That will give you 80 boys (take 2 units of 30 and 1 of 20) 20 nobs (use some as nobs for squads to bring the numbers up a bit) 4 warbosses (just use the spares to have klaws in the boys squads or arm swap with a couple of nobs) and 12 deff koptas (3 units of 4 should be alright).
That should be reasonably competitive, fun to play, a pain to paint, a boatload of points and about as orky as you can get for 60 euro!
I'm not a big fan of the battleforce as I don't really like the bikes or trukk. The bikes don't do terribly well if you don't know how to use them right and the truck takes up a lot of space in your carry case. Proxy the bikes first if you want a battleforce to try them out. (use some dark elf/bret horsemen) Trukks have a nasty habbit of exploding and taking your small boys squads out so beware of their use in large quantities.
The cheapest way (outside of black reach) to make an ork army is to use ebay or your countries equivalent (trademe here in New Zealand). There are always older models on them going really cheap, try to avoid the painted ones if you can though, they can be quite bad if you can't strip the paint back!

The lootas boxed set is good value if you want both burnas and lootas. You do need spare boys to take advantage of this however.

The best value for your money: boyz!
I'd stock up on as many boyz as possible. Not only are large groups of boyz great, but you can convert them into kommandos and tankbustas fairly easily. Also, as Novajohn said, the loota/burna box sets are a good value. If you use the bodies and legs from extra boyz, and use a little creativity, you could make this out of one box:
1 mek w/kustom mega blasta
1 ork w/big shoota
1 ork w/rokkit
4 lootas
4 burnas
I'm not a big fan of burnas anymore, but with a little creativity and extra bits, I snipped the ends off of their guns, glued on some extra shoota guns and random bits, turning them into more lootas! They look pretty good, all things considered.
The best way to get a lot of boyz is either to check ebay and look for older style orks (they're dirt cheap) or to get the green tide box that has 100 boyz, 10 nobz and a warboss inside for $175. If I had to start over, that's what I'd do.

NovaJohn: I simply can't get 4 Assault on Black Reach boxes splitting the cost of all of them. I might even buy 3 paying a total of 90€ for all Orks and 1 rulebook but the fourth box would be expensive ( 60 € considering I would have to buy it alone).
mynameisgrax: Unfortunately the Green Tide is expensive here, considering it costs 160-170€, and the € is far stronger than the dollar, however it sits in 100£ which are 125€ but the guys in UK what to charge me 8£ for each kilogram they have to transport, and this box isn't light, it should weight around 3 kg or more. But is is still a good choice (and I never read there are 10 Nobz inside, it only has 100 boyz and 1 boss).
I will always need to buy one Assault on Black Reach to get the rulebook so including those models is mandatory. Then, do I really need 100 more Boyz? Even if I convert 20 I will have 100 of them.
And the kommandos look so nice...
The green tide box literally contains 10 boxes of boys, and the normal boxes of boyz also contains enough bits to make a nob for each unit. Granted, I can't remember offhand if it includes all the pieces you need to make 11 boyz (I got all mine second hand), but you can definitely make nobz with the parts as well.

if it is literally 10 boxes of boyz then there will be enough for 11 the only thing missing will be one base.
As I understand it there should be events at your local gaming store to trade marines for orks. So what I meant was you buy 2 sets for 120 euro and trade all the marines with others. Then sell off your extra rule book and other unwanted items. Thats what I'm doing. Besides you don't have to do it all at once! Is your local store doing a preorder discount? Take advantage of that if they are too.
Maybe I just get 2 AoBR at 60€ the pair and 2 Boxes of boys for 40€. At 100€ I get 80 boyz, 40 shoota and 40 slooga, 10 nob which will be used to lead units, converted to lootas or kommandos. If I add 1 more AoBR i get 100 Boyz, 9 koptas 17 Nobz and 3 Bosses for 130 € which is less than a Green Tide (160€). I just have no reason to buy green tide. For it's cost I can even buy a third box of boyz.
I must compare AoBR with regular boyz boxes:

You get 10 boys and parts for a nob but only 10 bases (If you have spare bases you get 10 boys and 1 nob)
This seemed like the best place for me to say this: The orks in Black Reach are awesome!!!! I got to see the actual sprues today. The boys looks really good for press fits, the nobs are fantastic, look just as good as the metal ones available right now. And the warboss..... he is HUGE!!!! He looks twice the size of a nob if not even bigger. He is crap your pants big. The deffkoptas look sweet too. Buy boys boxes if you want shootas, otherwise just buy black reach sets. Seriously.
Oh and two of the boys come armed with big shootas. Nice looking ones too. I'm so looking forward to my 2 boxes now. I really really am.
