I've looked high and low, from a bunch of forums to the games workshop sites( I even checked a bunch of foreign ones :/ ) and I can't find the rules or army list for a Speed Freeks army. Can someone help me out with this.

As far as I know, there's no official speed freaks list anymore. Bascially, if you want spead freaks, just load up on trukk mobs and warbikes. A Boss on a Bike, or a Big mek would make a good HQ choice for it. Hope that helps!
yer there isnt any special rules for speedfreaks. orks are just one bundle of awesomness.

That's the outdated version for the old Codex. Speed Freeks are done now with Trukk mobs for Troops, Wazdakka, and Bikes.

There's a Speed Freek list in the codex: Armageddon book.
But that's an older book and outdated now, you could pick up a copy of that to see what a Speed Freeks list used to be like and then base your army on that using the current codex Orks.
As said by others , there is indeed no longer a separate listing to field a specific Freeks army, you just use this editions codex an make up your own.
There are quite a few 'speed freak' lists in the Army Lists section.. but I would start with a warboss on a bike (or two!) and have at least 3 trukks, nob biker squads, regular biker squads... fast fast fast...
I'd even go so far as to say some Stormboyz... although they're not that fantastic...
