I really can't see a reason why I would put one of these in my army. They take up a HQ slot which could really be better used by an Avatar or a Farseer. It's a shame really, because they have nice models, nice fluff, and some cool ideas. They really don't have the stats to take on anything tougher than that of your average space marine, because of eldars low strength and toughness. They do have a nice BS, and plenty of attacks when given the right stuff I suppose.
So does anyone have any good tactics or reasoning for where in an army these guys can be used effectively?
One common tactic is to put them on a bike and give them a lance and mandiblasters. Put them with anything else on bikes and you have a very strong melee unit.

The Autarch can be used to great effect. I use an autarch over the more common farseer or avatar. The autarch is best suited as a fast attack HQ choice. He can be equipped to be a jump infantry fire dragon with a power weapon or a dark reaper who can move, shoot and get 6 strength 6 power weapon attack on the charge. Both of these move 12 inches or more, he still has fleet, and he can can really make amazing headway across a field. Warp atuarch can move 15-30 inches across the field and biker autarch is a guaranteed 24 inches or 19-24 inch charge range. This is really a frightening speed for what they can deliver and they can bring friends who are similarly equiped. I hope I've convinced you that the autarch can be useful, and enhanced thy hobby.

Autarches are best used to compliment a squad of aspect warriors. Scorpions need more punch? Give him mandiblasters ( you should almost always take this anyway ) and a chain sword and hes a scorpion Exarch with more attacks and a WS of 6! Playing a smaller point army or one based on dire avengers but dont want to spend so many points on Asurman? Give him a power weapon and an avengerpult and he can shoot and help defend the squad of avengers. On a bike with mandis, and a laser lance he has six S6 power weapon attacks in the assault at WS6! Add to that an 18" assault range, an extra toughness, a 4+ inv save and you have a hard attacker.
Theyre not really meant to be a solo HQ unit.
The Autarch actually has a number of uses. If I use one, I typically give him powersword, fusion gun, warp jump generator, and mandiblasters, then I give him a squad of warp spiders and have them deep strike. It can be pretty effective, especially since his +1 to reserve rolls lets him and your spiders come in earlier, and if you have outflanking squads of scorpions or war walkers, so much the better. I tend to run 2 squads of scorps and a squad of war walkers, and having them all benefit from +1 reserve rolls makes them all the more deadly.
Another use for Autarchs is a double Autarch reserve based army. Every unit in your army comes in turn 2 on a 2+. If your list is mechanized and containing outflankers, you should be able to put a real hurt on your opponent doing that.
