From browsing the forum Altaioc seems a very poorly taken up Craftworld, but in my opinion they have one great thing, the quality of the Ranger models. Now, coming from the point of view of a painter I have always valued well themed armies (fluffy), well painted, over power gaming any day.
So, with my pure Grey Knights army entering retirement (you get my point about fluffy armies) I want to think about a Ranger heavy force.
Now from what little I can glean from the forum Rangers are expensive points wise, flimsy in combat and have almost no anti-tank ability. So, I was thinking of supporting the Rangers with two Wraithlords with Brightlances and twin Flamers (anti-tank + anti horde) and having either Scorpions or Warp Spiders to counter charge, perhaps even Banshees in a Wave Serpent or Harlequins (but I don't see Harlequins fitting in fluff wise).
The idea being that I open fire at long range, perhaps using the Spiders to harass flanks then when things start getting up close and personal to drop the Rangers back and leap frog them with the cc specialists and the Wraithlords.
Anyway, comments would be most appreciated, and please think FLUFFY when replying.
I don't claim to be an Eldar expert (not having played them for a while), but I too love the Altaioc models and fluff.
From my experience playing 40k, the motto is "specialize, specialize, specialize". I would for sure use those Wraithlords for anti-tank and CC, but perhaps one for each? This way you don't divide your forces. This is also fluffy Eldar, I think, as they do love to specialize their troops to an insane extent. Also, fluffily Wraith Lords are very rare, so perhaps only one? You could use the points for more rangers, and perhaps a good Farseer (which would what I would think is the HQ for the Altaioc army).
I'm also pretty sure Snipers (though with 5th ed out and me knowing only 4th) can glance a vehicle on a 6... so with enough snipers you can take a pot shot at any vehicle.
Remember to include the Ranger upgrade: Pathfinders (I'm pretty sure these are still available). These are elite rangers, and are also a really cool part of the Altaoic fluff.
I think the Warpsiders are good, they are generally very usefull harresing units,which also fits with the theme of the army.
Perhaps instead of Banshees and Harlies, Dire Avengers in a Wave Serpent with Twin Bright Lances? This gives you extra anti tank, and the Dire Avengers can fill any slot you require them too (I know this goes against what I said before, but I think it is good to have one utility unit) and as being the most common aspect they are fine Fluff wise too (as well as a close fitting colour scheme).

I agree with the 'specialise' bit, but feel that both Wraithlords need to be multi-purpose to give a degree of redundancy.
I am not keen at all on Dire Avengers. Yes I know they are a plentiful aspect with good shooting abilities, but for me they are just not part of a fluffy Altaioc force.
Anyway, food for thought and please keep the opinions coming. I can begin to feel the urge to buy some Rangers.
I'm not a fan of rangers personally, but to each their own. Scorpions are much better for counter charge than spiders, but that's because that isn't the spider's job. Spiders are excellent mobile firepower. You could run an entire suprise force with scorpions and rangers (both with infiltrate / outflank), warpsiders with their ability to deepstrike (not necessarilly recommended, but it would be fluffy), maybe even a unit of war walkers.
Everything I have told you, even this, is a lie.
WarWalkers are big in this theme also as they are scouting units. Every time I try to use rangers/pathfinders they never seem to work out for me. Small squads never get enough wounds to help and large squads are pretty costly. Not to mention they cant move and shoot so they cant really help in taking objectives. For some reason I just a feel a futuristic high caliber bullet should wound a little easier than 4s.
Fire Prisms could fit in as theyre like a "sniper" tank and are pretty flexible. You may want to run some avengers or guardians though for picking up objectives.
Actually the pathfinders and Harlequins are allies. They discuss the webway and the far corners of the universe, and all the different methods of getting there. You can get Harlequins in an Alaitoc army easily. Hell I believe Harlies were mentioned in the old Codex Craftworld eldar for Alaitoc.
If you convert a ranger wraithlord put it up for show ^^ They're cool =D
I would also suggest using a couple of Falcons (with a suitable camo-colour scheme) as these can be used to transport small units of Rangers out of trouble if a CC unit gets too close.
For a fun and fluffy "uber-pathfinder" HQ try using an Autarch with a reaper launcher. This will also be useful for units that are outflanking giving a nice +1 to the reserve roll or for spiders deep striking. I've always seen Alaitoc as a kind of, you can't hit what you can't see, craftworld so anything along those lines would work.
Units to consider taking:
Autarch with reaper launcher (long range 2 shot "sniper rifle" style gun)
Scorpions (sneaky sneaky)
Warp spiders (they come from nowhere and leave no trace)
Dark Reapers (crack shot and a nice big gun, no one truly understands the value of cover until they no longer get to use it)
I would have a LOT of fun with an army with just these choices and I think it would do fairly well if implemented in correct proportions.

I have had a go at a first army list and have posted it in the appropriate place.
So, I would appreciate it if this thread were closed and we moved over to the army list and commented there.
It also mentions that Rangers and harlequins have a loose alliance in the new eldar codex, so they would fit fluff wise. I am in the process of building and Alaitoc army at present with units of rangers, dire avengers, warp spiders, harlequins jetbikes, dark reapers and two wraithlords and a farseer.
