Well, as for bits, GW is stingy on that. You can buy them from different online stores, or you can do what I did and convert a Devourer Cannon to function as the two Twin Linked ones. The Devourer Cannon is here.

The Hive Tyrant Tail cant be separately ordered anywhere, but you could try to convert it as well.

So first off, the tale: no you can't order it separately unless you find a non-GW shop that's willing to part out the tyrant kit.

Shouldn't be too difficult to make a reasonable tale for him out of wire and greestuff though.

For the weapons, you are correct, Carnifexes do not come with enough devourers to make them twin linked. What many people on this forum have done however is taken spare weapons and converted devourers into devourer rifles or some other visibly different devourer and called them twin-linked devourers.

I personally used some spare deathspitters and the gaunt devourers to make mine.

GW doesn't currently offer the sprue you need, but neal from thegamestore / bwbits does. It's a little spendy though

If you go there, you will find many, many bits.

Yup, I use crushing claws and gaunt/warrior devourers to make my twin-linked Devs, though, I also have been experimenting with using the deathspitters now.
Here's my deathspitter devourer, which is still kinda under development...

And here's my crushing claw devourer
