i want to know if you still have to have your opponent agree to you using a special character because then you never are able to use it because it would give you an advantage
Unless the description says "If you and your opponent agreed on the use of special characters", you can use them whenever you want.
That's tough... but that's exactly why I invented the USSR!

Yes. If the rules of the respective special chacter doesn't specifically state that he requires the opponent's consent, then he can be used without it.
I've heard of alot of people saying how Drazhar isn't actually a special charater anymore - does anyone have an official source for this???

This doesn't specifically deal with the revised codex DE (nor codex CSM), but methinks this is because the Q&A entry is older than these codices.
They are subject to the same pattern though - the remark about requiring the opponent's consent is gone. By default, everything in a codex can be used, unless specifically stated otherwise. It is no longer stated regarding DE special chars.
