So I was wanting to use Lelith in an upcoming army list. "What exactly are the "joint force" rules mentioned in the codex in Lelith's description. I would imagine the referenced BRB page number is from a much earlier edition than 5th, and i can't find the referenced rule in the new brb. Is it as simple as the last sentence: "then you can take Lelith and a small contingent of as little as two squads of five wyches each as an "ally."

It is a reference to the 3rd edition rulebook. I'm not sure if the 'allies' rules appear in 5th ed but my gut is telling me probably not. Lelith is pretty decent for her points though.

“Joint Forces” refer to the time in which the Codex was written, and as mentioned it was many moons ago in 3rd Ed.
It is a fault of Codex’s to write in a mention of core rules, they should simply mention something like “Refer to page X in the current rules set.”
You will find that the closest mention of combining different Force Organization Charts lies on page 87 BRB or within a Codex that does not refer back to any core rule, such as Witch Hunters, Daemon Hunters or Imperial Guard.
This all means that “Allies” are a defunct rule for Dark Eldar due to the fact that the cornerstone ruling does not exist anymore – that or you could just play Apocalypse.
