Welcome to Librarium Online!
I'm starting an Ork army and nearly everyone I've spoken to suggests that I invest in Deff-Koptas instead of buggies.
So does the Buggy have anything to offer that the Deff-Kopta doesn't?
It's just I would like to convert a few but right now the Deff-Kopta seems the more useful of the two.
I useally run 2 squads of 6 in my army these days since i still dont own any deffkoptas yet .
The only bonus you gain from buggies is being immune to any weapon at str 3 or lower. Bolters can still cause damage but needing 6s to even hurt them is still pretty hard compare to t5 deffcoptas.
All in all there just matter of opinion and gaming experance with them. I still suggest getting a few squads of each tho there great for conversions to.
Buggies are cheaper, virtually immune to small arms fire, can't get locked in combat, and can block LoS to your other vehicles much easier.
It's a personal pick I'd say, but they both have their uses.

Also I think depends on your typical terrain set-up. If you play terrain heavy (say a ruined city) the deffkoptas will ignore terrain hopping around. They also get the turbo-boost special rule counting at jetbikes and thus a 3+ cover if send them over 18".
Deffkoptas have hit-and-run to possibly get them out of combat.
Another thought is deffkoptas are "troops" rather than vehicle and thus have leadership tests to make when loosing numbers, buggies are vehicles and do not.
I have made 2 trikes from bike and trukk parts with some very dakka twin-linked missile firing tubes. The Black reach box set is a very good investment for the deffkoptas. The downside is that the troops and koptas are cast in such a way that they lack any options (troops are slugga/ccw and koptas are TL missles).
