I've owned the 5th edition Eldar Codex for over 2 years now, pretty much ever since it came out, and just now, while looking at the map on page 15 I saw a Craftworld symbol I hadn't seen before. Looking down a little bit, I saw "Kaelor" in the Craftworld key below the map. I can't believe I missed it, after skimming the codex countless times. Anyone know anything whatsoever about this mysterious Craftworld?

It's just one of those misc. craftworlds that GW threw into the Eldar codex, similar to how they throw in misc. IG regiments and Space Marine chapters. It's sort of their attempt to show that there are more than just X number of craftworlds/regiments/chapters and that you should feel free to experiment with your own without feeling like you're "betraying" the fluff.
As far as I'm aware, Kaelor is never mentioned anywhere else, so feel free to create what you will.
I'm already an Altansar player, just intrigued that this Craftworld is almost non-existant in the Codex, it doesn't even have it's color scheme in the area where all the other listed minor Craftworlds are shown.
Yes, I ran into Kaelor a while back and loved it's symbol. I would take it as my own, but... seeing as it does exist I'm sure someone else with a completely different style and color scheme probably has... so I'll create my own. DOW2 is great for that
Well your best informational source for the Craftworld is the book by CS Goto Eldar Prophecy (even if it is an awful book).
They are ruled by a sort of council of seers and nobility, they have vertially no dealings with the outside world so much so, that the Harlequinns are a distant memory and the War they had with Saimm Hann is more legend.
Each house has there own unique colour markings. They are miles from anyway and rarely go into the web way, they've been known to get self indulgent and have civil wars.
And finally there is a chance the Warp Spider Phoenix Lord is from there. (You are unsure whether he is a Phoenix Lord or a really powerful Exarch)
