I'm not very familiar with eldar and my buddy recently started up an army so I had a couple questions about them.
1. Do Warlock powers count as Psychic powers, especially for purposes of items such as Psychic hoods and Runes of Warding?
2. Does Mind War allow you to target out character models like sergeants, weapon carriers, and/or independant characters in a unit?
Warhammer 40k: Blood Angels, Imperial Guard, Grey Knights, Space Lizards (wolves), Kroot, Witch Hunters, Dark Eldar
Warhammer: Lizardmen, Empire, Vampire Counts, Brettonians, High Elves, Skaven
Warlock powers do not get blocked by the runes as they don't have to roll to use them not 100% sure on the hood but don't think it does anything either.
And yes mindwar lets you target specific models, but it can do nothing depending on how the dice roll and only ever hit one model per use. Most ICs have inv saves so it's not that great at killing them also.
psychic hood is used "after an enemy psyker has passed a psychic test" according to the 5th edition marines codex, however some of the other codexes such as daemonhunters might be worded differently. In the past they have worked since it's an opposed leadership check on both sides, winner wins. i'd check the errata at GW to be sure.
