If like me you are getting throughly fed up of waiting for a codex then lets vent our frustration by saying we would like in the new codex- I know this has probably been done before but not for a while and it does you good to get it out of your system- anyway these are my ideas:
Hit and Run is pretty much a universal special rule accross the whole army.
Splinter rifles are s3 assault 2 weapons with 18" range and dark eldar having a pistol and combat weapon a standard (or the splinter rifle could count as a kroot like rifle).
Add new units one with soul seeker ammunition and the other with the soul taking close combat weapons (like that special character).
Mandrakes should have infiltrate and stealth instead of current rules (with possible extra bonus for being in cover) as well as rending close combat weapons.
Incubi move to elite choice
Fallen Phoenix is a special character with incubi becomming troops choices in he's army.
Dark lances cannot be taken by infantry
Scourges weapon choices are cheaper.
The disentegator (lower strength only) should be available to infantry and scourges.
Grotesques have the feel no pain rule from the rule book as well as t5, fearless and must take a pinning test every turn if not accompanied by character.
Wyches stay pretty much as is with probably some minor tweaks to what you can get on the drugs table.
warp beasts stay as is.
Hellions rifles count as 2 hand weapons (or the skyboard gives them an extra attack) and adds +1S, 5+ invulnerable save.
everything else probably as is (in terms of rules) although some more choice would be great.
I think there's already several threads like this here, and even more on 40k online? Perhaps check if you could just add this stuffs to one of those?

I would have to agree with Panther on this one bout the mandrakes. What is wrong with infantry getting Dark Lances? i mean come on it is the only longer range weapon that we have to take out a land raider. I dont know about u but id rather not have to risk mt rav or raider to shoot it.

Mandrakes are the worst unit in the army list in my opinion, similar cost to a marine and with little options and nothing special in the way of armament. They are plain and do not excite me, bar their set-up structure.
Although the current rules for mandrakes are good I don't think it quite fits fluff wise as the oponent can see different locations for the mandrakes (what are these holograms!) hence why inflitrate and stealth (and improved cover save) would be better with an upgradeable champion being available and rending special rule (although this may all lead to a possible points increase although not that high)
If mandrakes had the option for a squad leader who could get a power weapon of some sort (possibly a punisher, or even just an agonizer) they'd be awesome.
As they are--a low-strength melee-oriented force with no ability to ignore armor, they suffer greatly. Especially since they're not troops and can't contest objectives anymore. If they were cheaper, and troops, I'd take them. As elites, they're as poor a choice as the other non-Wych elites.
there not too bad, 2 attacks, WS 4, (nearly) always strike first, reasonable for killing guardsmen, guardians, small nid broods and stuff...
Dark Eldar - Everyone stole Our 2+ Poisons
I got into a big fight in a forum about Mandrakes when I defended them.
All I will say is,
Mandrakes are to the Dark Eldar as Dark Eldar is to 40k = you got to know how to use them or you will fail miserably.
Can they be better? Sure but I think they are one (maybe two) special rules away from being useful.
Maybe its giving them all poison attacks (2 attacks +1 on the charge) and giving them plasma grenades and I would be perfectly happy. Imagining 10 mandrakes charging a squad of marines with 30 attacks. 15 of those will hit wounding 12 times (if they let us keep the 2+ poison). That would equal:
4 dead marines, or
6 dead Dire Avengers (excluding any psychic bonus), or
8 dead Khorne Bloodletters, or
10 dead ork boyz.
I can live with that - they'd actually be useful with the "Death-by-armor-save" mentality.

BOLS, Games Day France rumor confirmed, Phil Kelly is definitely writing the Dark Eldar codex. Rumor is that there will be all sorts of juicy fluff in Codex Planetstrike, including our worship of Khaine. [That Dark Avatar isn't looking so wild after all!]
Also apparently while we're not on the schedule for sure, we're supposed to be not far behind Space Wolves.
