Bell of Lost Souls is a well-respected news blog for various GW games. Last Friday they posted rumors about the progress of the new Dark Eldar revamp.
The rumor is that Jes Goodwin has just about finished doing all the new models, which are going to go into production soon (meaning sprues and packaging is currently being figured out). Also, the rumor that DE are to be released after the upcoming Space Wolves is still being around.
As with all rumors, these are subject to change, but BoLS have shown themselves to be fairly accurate with their rumors.

Observation shows us that GW unveils big releases on a schedule of every 3 months or so. This means we can deduce roughly when DE will be released. Imperial Guard just came out this month, so Space Wolves should be showing up around August '09 and Dark Eldar would then be around November/December '09. If this is true, we can expect to start seeing DE details & pictures in September and October leading up to the release.
This is in contrast with some rumors that DE are delayed until late 2010, which is looking less likely.
For those just starting up a DE army, I would suggest trying to get a really good deal on the models, as they should be starting to depreciate with a new line just 6 months away. There is still no reason to stop buying models if you are interested in them. In fact, it might soon be time to start picking up the ones you've been wanting!

You forgot to mention the Planet Strike release. I forget the order but I believe Planet strike, Skaven, and Space Wolves are all scheduled up next.

Still this time I won't take grievance to it as your post was much more complete than mine would have been.
However I have to agree with Kabbala here, I would not expect our army out this year as, as Kabbala has pointed out there is the release of PlanetStrike in July then I would assume a Fantasy release of some kind because they won't want to butt too many 40K releases together (IG and planetstrike are very close) as they will want to give the IG money spinner some time to breath. Then I believe we are getting Space Hulk as a stocking filler, so I would say earliest would be Jan 2010 similar to Orks two years prior. And Perhaps May Similar to Deamons and IG releases

That would be great! I have a large collection, maybe I can sell it and buy an other two armies (or three, if the guys at GW will boost up the DE). But I also hope if I will decide to not sell but collect further that the new models (especially the skimmers) will be less fragile and easier to fit in a case.
I couldn't careless less about the models, just gimme the rules!
I am afraid to say that with (for example) Vect now costing a days pay for some people and the rest of the model range following suit I will stick with my vintage 5500 points force for a LONG time to come.
Must admit though I will dabble with some of the new range if and when they become available second hand or there appears to be a 'must have' mini to support the army e.g. Dark Avatar!!!!

The Bell is pretty good generally. But I've been hearing rumors of a new fantasy army that's in production that may also cut in front of Dark Eldar.
Model prices are kind of getting out of hand IMO. I'm ready for new models to flood the market and then cause a drop in informal transactions on ebay and whatnot. I just can't bring myself to shell out 60 to 70 bucks on Vect.
Realistically, I'm not expecting anything until late 2010, but I would LOVE to be proven wrong!
We in Australia are already paying up to 40% more than you guys, after exchange rates of course.
I'm hoping GW don't kill the feel of the army with new rules. One of the major problems with it in the first place is it's a difficult and obscenely risky army to play, what with our AV10 transports carrying 300+ points of models in some cases and our most versatile assault troops having a 6+ save out of combat. It would be great if we had options to upgrade armour on vehicles and units. That way, players who aren't fans of the 'glass cannon' style of play can use their DE similar to a CWE army, broadening the range of potential players.
Back on topic, good to hear something from a fairly reliable source with the words 'Dark Eldar' mentioned. I'm really looking forward to the new models, I'll have one of everything thanks (Although with 3 armies in progress atm, I don't see me getting much painted)

Can you imagine what would happen if there was a fake codex release, I'd crap my pants and could careless if it was all fake - I would love to see all the things they tried out even if it didn't make the codex.
