So this is just a fun little experiment I wanted to do. Basically, I just messed around with the stats of the humble splinter rifle in an attempt to see where it's potential might lie in an expanded weapons list. The names are not important, they're just there to give you all a hint as to where the inspiration for it came from.
The points are to show that I tried to balance these weapons so that they would be equivalent to existing weapons. For instance, the splinter rifle and splinter shotgun both cost 2 points, while a splinter assault cannon could be a 5 point upgrade like the disintegrator. The longbarrel

Just looking at the stats, I love the longbarrel with the soul seeker ammo, but wounds on a 4+ with reroll and Ignores cover. May be too powerful, but I don't know. Then again it does let anyone take a save, excepts those with sv 6+.

Does sniper mean that it has rending? if so it just got a bit better in my opinion. (especially with a few dark lances in the squad)
I like the balance behind the shot gun and the catapult it is quite interesting. Quite a reduced range with a much faster firing rate. In the end i believe they would turn out almost the same In terms of shots because some of hte squad would not make the range required. The other nice balancing thing is the fact it does mean there is a chance of the target removing models away from your charge range. Making it perhaps not the best move to unload a whole volley like that.
I must ask, where did you get the assault 3 from? it does seem like a lot of attacks. Even coming somewhat close to a blade storm.
I would like to see a splinter assault cannon on a scourge that has a jetpack (relentless) that would be quite a good de unit. Uber fragile, Uber killie with movement to boot. Perhaps a shorter range however.

Yep, Sniper always includes rending & pinning in 5th edition. It does seem like SSA would have to bump it up another 5 points. Alternatively, we could just modify the X roll to 5+ instead of 4+ and leave the cost at 10.
For the shotgun, my thought was that more shots at weaker strength (newer shotties went to S4) would be the most fitting adaptation. It should actually be pretty balanced since you get 25% more shots and 25% less range. At 8" or less, you really will have to be well within charge range to use them anyway, hopefully reducing the problem of opponents removing the closer models. And 8" is about the range of a flamer template, which is sort of fitting.
Doing that would be more efficient than what we currently do, which is waste the points spent on our basic guns during charges. It just means we can pick more & tougher CC targets and/or spend fewer points on Sybarites.
I wouldn't worry too much about moving into bladestorm territory. DAs not only have much better range (more guns can fire), but also better S & AP. There's also no way for DE to get massive re-rolls like Guide & Doom (unless they give us a better version of soul seeker ammo).
The catapults are a happy medium, which mirror the craftworld Guardians. However, Guardians spend less on stats and more on their S4 guns, so the splinter version needed worse S and AP to compensate, but it's still a nice combination of shots & range without the restriction of rapid fire. Actually now that I think about it, this gun might fill a role better as a 1 shot 18" profile, but that would be underpowered for the cost. Perhaps with soul seeker ammo it might work.
One of the most powerful things you can do with the Splinter assault cannon is to put three on a Ravager (120 points before vehicle upgrades). That's 18x S4 shots at long range even if you're cruising. You could average 6 dead Ork Boyz with that, or use death-by-saves against MCs, ICs, or Terminators. It might make for an interesting divergence from the disintegrator if you want lots of dice to roll.
