The eldar codex is kind a 4.5 book so there's not much that is truly out of date. Now correct me if i'm wrong but fleet of foot is not outdated, it means you can run during the shooting phase and still assault which you would not other wise be able to do. Most units can only move 12" in total, 6" move then either a run move (up to) 6" or an assault move of "6 where as a unit with the fleet rule can do all 3. The rules are quite clear and while i never played 4th ed i don't see how the new 5th ed rules make it out of date since it's clearly very useful. I use it a a hell of a lot in my games.

Fleet isn't quite what it used to be, but we can still assault after running which gives a lot of our units a whole lot of hate to dish out. Personally I don't think that our codex is out of date per se, its just that it's underpowered compared to the ones that have come out recently. Eldar have always been a very finesse based army but now even more so with the UNHOLY amount of cheap lascannons the new gaurd can get. Last game i played the dude brought out 210 models in a 2000 point game with something on the order of 9 TL las cannon shots, 9 autocannon shots and 6 melta shots per turn. I managed to win it with some miracle tank shocks which chased half of his army off the board lol, but still, we typically can't match the volume pain of the new IG, orc, or even codex marines with their dirt cheap TL las cannon razorbacks can dish out. I find myself thinking about putting together cheese list to just tangle with brand new players. Our comparable unit a WS with guardians and a TL lance costs around 80 pts more. And I can't remember the last time someone put just guardians in a WS.

The problem right now, is that although they are capable of doing it, a lot of our units that have Fleet of Foot, shouldn't be using it in most circumstances as without S4/Power Weapons/Rending, our units such as Dire Avengers even at full strength cannot take out more than maybe 2-3 Space Marines in an assault due to our low S3. Fleet is by no means useless, it's just become a lot less of an advantage on our non-assault oriented units than it used to be.

the codex isn't really out dated. The last edition codex, the blue one combined with the craftworld one, in my opinion eldar were possibly the best army. The new codex definitely brought them down a notch IE worsened the star cannon and increased its points, increased reaper points, increased wraithlord points, made minimum guardian squads 10 and required weapon platform, took away craftworld bonuses. This was fine in terms of balancing it with other armies, but I agree that eldar started to get its place at the weaker end of the spectrum after Orks and IG came out. Only because of the cheap, cheap point costs of their good units while eldar units kind of went up. It's not impossible to overcome by any means, but that's what happened
As to Fleet of Foot, I personally don't think the ability to assault is particularly good, I have a house rule for Fleet which means you select two dice for running and select the highest as well.
i think we are likely to see some form of update to the codex rather than a full on new one. Maybe a craftworld eldar book add on with some extra rules and a new unit or two (or new models at lest) as well as updating the raw on a few units. Seem to be the way GW may jump with the old but not outdated codexs
the warp spider exarch ability suprise assault isnt out date at all ... and the whole debate on eldritch storm...they do have to change a lot im my opinion
