Welcome to Librarium Online!
I wasn't sure whether to post this in the Eldar forum or the Rules Help forum, but in the end I opted for here. Feel free to move it if necessary. I also apologise if a thread like this has been posted before, but I couldn't find it on the search function.
This is a question that has been annoying me for quite some time. In the main rulebook (p52, at the end of the Movement section), it says that all jump infantry can enter play by Deep Strike. The Eldar codex says that Warp Spiders are jump infantry. Yet there is an Exarch power that costs extra which allows them to enter play by Deep Strike, but if the main rulebook is to be believed they can do that anyway, Surprise Assault or no Surprise Assault. This looks to me like that particular Exarch Power is completely useless. Has this been FAQ'd? If not, does anyone know if I'm right or wrong and if so, why?

Great question I was wondering the same thing.
From what I have read in this forum's discussions, this is an instance of the codex being older than the rulebook. I think that the general consensus is that Warp Spiders may now deep strike for free. In this case the rulebook tells us that jump infantry may enter play by deep striking, therefore look at this upgrade as something that you can buy; but that is completely useless to buy.
Do I know you?!?!?!?!?
*akhem* Okey Surprise Assault allows Warp Spiders to Deep Strike regardless of the mission being played. So if any mission prohibits units from arriving via deep strike, Warp Spiders can still jump in just like Grey Knights and Chaos Daemons.

Yes, the Codex is older than the rulebook. In 4th edition, Jump Infantry did not all have Deep Strike. Now they do.
The Exarch power is obsolete.
If there ever were an expansion to come out that for some reason prohibited Deep Strike, the Exarch power would override that. Until then, the power is completely obsolete.
It's also a requirement for all squads in the Apocalypse formation made of Warp Spiders. I forget what it's called.
while on this topic, i tohught I'd bring this up...
everyone turn to page 65 of our current eldar codex,
the warp spiders don't have a warp jump generator,
Death to the Alien!
who likes cockroaches anyway.

Thankfully corrected in the FAQ. It'd be bothersome trying to convince people who wouldn't give it the benefit of the doubt.
Amusing thing is, before the FAQ, not many people noticed that Warp Spiders didn't have a Warp Spider Generator. It was largely assumed, and I doubt any opponent was going to make the argument that Warp Spiders do not have that wargear.
