So, I'm loosely thinking of putting together an eldar army (already very experienced with Tau and moderately with marines/GK), but I'm also curious from a competitive view point.
A) Can an eldar skimmer with the star engines move flat out (24") and then another 12" for a total of 36" If so, whoa.
B ) Similarly, and perhaps more usefully, can eldar jetbikes turbo boost and then also move their 6" assault move, for 30" total?
A ) yes (i think)
B ) no....as the 6" is a voluntary action and turboboost do not let you have any voluntary action till nest turn

A) No that I think about it, it would have to work that way, or it'd be useless, right? You're already giving up shooting to move 24"
Yeah star engines are a great upgrade if you go mechanized, don't buy it for each of your transports, but anything that you want getting up close and personal its great.
I don't think that you are allowed to use the jetbike move, however i'm inclinded to think that there's some debate there.
The problem is the interpretation of star engine rule which say you move additional 12 inches "in lieu" of shooting.
But if you have someone disagreeing with you you can always move 30 inches instead of 36". I think you will find this more than enough (12" cruise speed + 6" fast skimmer rule+12" star engine)
The eldar FAQ is pretty clear though, that the star engine move can get you 36"
a) star engines give you a total of 36, but it's split between the two phases (24" move, 12" shooting), not all taken in the movement phase. it's also worth noting that it's contensious whether you can tank shock with the star engines move.
b) niraco is spot on. boosting results in not being able to do anything else, including the assault phase move. so no, 12", shooting allowed, then 6" or 24" are your basic options.
with star engines you can move 0-24" in the movement phase, then in the shooting phase you move up to 0-12" instead of shooting. end of story
also you cant embark or dissembark if you are going to use star engines, or go all out
"all out" being 12"-24"
