I'm pretty new to this, so I'm not expecting to have got this right away.
I like the look of The Eldar and Alaitoc in particular (I also like the look of Kaelor and Altansar, but seeing as I'm new I'll stick with a main craftworld for now)
So here is my first real stab at a list.

2x Wave Serpents w/ Spirit Stones and Twin-linked Scatter lasers 240pts
5x Warp Spiders incl. Exarch w/ Dual Spinners 127pts
2x War Walkers w/ dual Eldar Missile Launchers 140pts
Wraithlord w/ Bright Lance and 2 flamers 130pts
I'm not a big fan of putting Scorpions in a transport. It gets them a likely second turn assault, but the Stalker power can get them a first turn assault. I'd give their Wave Serpent to the Dire Avengers.
You're thinking of the Shadowstrike power (Infiltrate)
Slaker is Move Though Cover, Shadowstrike costs 20pts more.
Although that has given me an idea.
How good in general are Eldar infiltrate armies?
And what sort of things go in them?
This should be moved into army lists.

The thing I always tell people who get into Eldar (everyone I've gotten to play the game has made an Eldar army first and I still don't understand how that happens) is that each special squad will have one or two functions. They tend to be unparalleled in that function. Rangers are the best sniper units, Banshees are the most feared anti-MEQ assaulter, the list goes on.
An all infilitration army is not a difficult task at all. Scorpions can do it, Rangers can do it. Combine it with some other fast-moving stuff and you have a very solid army list. I've never seen anyone try it, but I can see it being quite effective.
That said, it's always a capital mistake to build an entire army around a single ability. My Tyranid army has 80 Genestealers in it; as you might imagine it eats infiltrators alive.
Also: For the moment, Craftworlds are mostly a cosmetic decision right now. I play Biel-Tan because I like the colour scheme and the story behind them. Don't feel you have to pick a main craftworld to start with, feel free to use a more obscure one or make your own.

Loads of Scorps, a few rangers, Warp Spiders and War Walkers.
I'd love to put in Karandras, but at 1500pts, not a good idea.
Guardians can do as troops. But what about those pesky MEQs?
I don't think Banshees would fit.
What's the best gun the Space Elves have against MEQs?
Something with a good AP. High enough strength...
I'll also want a Wraithlord... Probably with a Bright Lance.
I don't have any models yet, so I can do whatever.
Starcannons kind of lost their appeal. They're way to pricey and only 2 shots now. Just drowning MEQs in shots often works, 3+ saves aren't as good as they look on paper. Something high S in the way to go. Scatter Lasers are nice, maybe EMLs as well.
I think that, whatever army I make I'll have 10 Warp Spiders in there with and Exarch with Dual Death Spinners...
With 3s to hit and 2s to wound on most things, and the ability to jump behind cover before the opponent returns fire.
Why wouldn't I take them?
Also, I only ever seem to put EMLs on War Walkers. But I heard Starcannons worked well.
I like using them for AT.
