Yeah. I just started playing 40k with my friends, and I fell in love with the orks the first time I read the codex. I think in total right now I have about 2500 points (650 is from a stompa, lol).
Anyway, we usually play 750 to 1000 point games. I can usually do alright against Tau kid, Necron kid, and Chaos kid, but Space Marine guy knows his stuff. He's played for a while and manages to stomp me every time.
Know a good list I can use against him? He usually rolls 5 scouts w/ snipers, 5 devastators w/ mixed guns, 10 tac marines, a predator, a land speeder storm or w/e it's called, and a chapter master w/ relic blade.
Also, about the chapter masters special orbital bombardment power. Does he have to be in line of sight to use it? We argued for a while, it says it counts as a shooting weapon, but apparently he can just shoot it wherever no matter what, even if he can't see my guys.
TL;DR ork list / orbital wtf?
EDIT: also, we usually just substitute models with similar base sizes for ones we don't have -- we're always lenient on stuff like that. Like, I got a few space marines in the black reach set and I just use the terminators w/ the big bases for deff dreads and the like.

You don't need LoS with the Commanders Bombardment, it's a Barrage attack. It's only once per game though and you still get cover.
The best way to beat Marines, or really anything with Orks, is swamp them! Run Boyz in there, once you get to CC your Nobz (who should have Powerklaws) will slowly whittle them down. They got armor? You've got PKs. They got 2+ saves? PKs. Independent Characters? Insta-death via Str8-9 PKs!
Just grab all the Boyz you can and go go go. You'll lose some on the way there, but it's Orks you have plenty! Also, throw some Big Shootas in your units, so you can shoot down those Land Speeders and some Marines on your way there.
Last thing, I find Shoota Boyz to be vastly more useful than Slugga Boyz. They can shoot before they charge with twice the shots and can do it from a bit farther. It makes up for the lack of an extra attack and they're the same price. Grab a couple units of 30 Shoota Boyz with 3 Big Shootas, Nob with PK and Bosspole and watch him try to kill them. If you have a Big Mek, you even get mobile cover! Now his Bombardment isn't so scary.

thats the beauty of foot slogging orks, even if you reach the lines with 20 boys he has to kill 19 wounds before he can take out that delicious power klaw and its not always such an easy task against close combat monsters like orks.

That'll give me 310 points.
Who should my HQ be? I was thinking Mad Dok Grotsnik in a squad of boys, for the feel no pain on the way there, and also a big mek with a force field in the same unit.
Also, are lootaz worth it? I toyed around with them once against the nid guy, wrecked his genestealers right off the bat.

On foot run Boyz as 30. More wounds, more guns, more more more! Orks love more. As an HQ, foot slogging armies love Big Meks with KFFs. Mobile Cover? Yes please. Warbosses with PKs are also your best bet at dealing with Land Raiders. I'd run both myself, they aren't to pricey.
Lootas absolutely are worth it and are my favorite Ork unit. They reliably lay the hurt on light to medium armor and even MCs can be laid low by the raw wounds. A squad of 9 is great, 2 squads of 9 is even better, especially for a foot army.
Key things for an Ork to remember in the heat of battle:
Always remember to pillage BEFORE you burn
When the pin is pulled, Mr. Stickbomb is not our friend
When in doubt empty the magazine.
And most importantly AIM towards the Enemy.
As for orks: I am a speed freak, but I played the 20+ boyz scenario and they are realy good, especially if Your opponent is slow. But KFF is necessary.
Try to take down the snipers first, their pinning weapons are the worst againts your list (or the plasmacannon). To do this quickly maybe You can just try speed freaks... (see, that`s why I can`t get away from da speeeeeed). Avoid the chapter master, his relic blade realy does not make a difference as orks has no good armour save, and with relic blade he has less attack than with a chainsword. He is not so scarry than sounds.
Just one thing: always add one more member to the unit (a boy in the case of orks), when it can be divided by four. Make the boyz 21. Why?
Orks have no good Ld, so if You were running 20 boyz and loose 5 of them, than Ld test, but if You were running 20+1 (21) boyz, You can loose 5 without reaching the 25%.
You do realize Orks are fearless if they number 11 or more....right? Pinning and running isn't a big deal unless you take big casualties, that's why on foot you run with 30 and always grab a Bosspole as backup. Marines have bigger Ld problems than Orks do.
your enemy is obviously not very experienced... greatest example... mixing guns on his dev squads... a squad must ALL fire at the SAME targe, so mixing guns is not a good idea, as some will be useless (for example, a lascannon and heavy bolter against an ork horde, the heavy bolter is useful, while the lascannon is mostly a waste)
if uve got the cash, take at least 75-90 boyz, broken up into 3 mobz of 25-30. give each a nob with bosspole and powerklaw. also think of making one of these mobz a shoota mob, as stated by someone else above, and upgrade another mob into 'Ard boyz to survive those bolter shots...
a normal warboss is better than mad doc grotsnik... give him a truck and a bodyguard of 8 boyz, 1 normal mad dok, and watch them smash those puny marines...
also take a big mek with a kustom force field (KFF) and march behind as many boyz as possible, to give ur troops a chance to survive space marine shooting.
finally, take a few killa kanz and /or fast attack (such as stormboyz, bikerz and buggiez) to split ur enemy fire and add to your own firepower. the enemy will have to choose either to shoot ur boyz or destroy your kanz/ buggies... boyz are always more important.
the more boyz that get into combat, the more chances of you winning...
